Senior Business Advisor – Identity Services

About this role 

This role is in the Identity Services business unit, Immigration Risk and Border branch of Immigration New Zealand (INZ). 

Identity Services leads operations, and offers specialist expertise, to support identity and biometric services within INZ, and the exchange of information with domestic and international partners. Services provided by Identity Services include:

  • manual resolution of face, fingerprint, and biographic matching
  • forensic and biometric services
  • domestic and international data sharing operations and engagement.

The Senior Business Advisor is responsible for leading initiatives and engagement to inform the strategic direction and operations of the Identity Services team within the Immigration Risk and Border branch. The Senior Business Advisor will bring their business understanding and risk management experience to work in partnership with the National Manager Identity, Identity Services’ leadership team and wider Immigration Risk and Border branch to grow relationships and inform strategic and operational projects across INZ, and with external agencies. 

The Senior Business Advisor role is responsible for leading a range of business advisory services and representing the Identity Services team on key projects and initiatives that work across the wider INZ system. They are also responsible for developing and maintaining key relationships with internal and external stakeholders, as well as supporting the National Manager Identity with day-to-day business operations, as required.

Biometrics Capability Update (BCU) project

A significant focus of the role from early 2023 to around early 2024 will be the successful implementation of the Biometrics Capability Update (BCU) project within INZ. This project is a major initiative to fully update and modernise INZ’s identity information and communications technology (ICT) systems and biometric enrolment hardware and is scheduled to be implemented at the end of 2023.

The Senior Business Advisor will take the lead on coordination of Immigration Risk and Border’s obligations as part of project implementation and will support the National Manager Identity (as the project’s Product Owner) and General Manager Immigration Risk and Border (as the Business Owner) to achieve the goals of the project.

They will also be involved in post-implementation activities and will support Identity Services (and wider INZ staff) to ‘bed in’ new identity systems and biometric enrolment hardware, along with any other non-BCU project work required.

Person specifications

  • Previous experience in Immigration New Zealand, ideally in the field of identity management and/or biometrics.
  • Excellent relationship management skills.
  • Political awareness and sensitivity to anticipate areas of potential risk and inform decision making.
  • Ability to quickly identify ways of thinking about risks and issues and the possible pathway forward.
  • Experience and knowledge in identity management, identity verification and the use of biometrics in the immigration processing lifecycle.
  • Ability to focus on both strategic and operational issues.
  • Experience and knowledge of immigration systems, business requirements, processes, and procedures.
  • ICT systems and/or technical knowledge and experience would be an advantage. 
  • Ability to communicate ideas and provide insightful feedback, verbally and orally, and to write with clarity and accuracy in both formal and informal contexts.
  • Demonstrated ability to problem solve, analytical skills and sound judgement.
  • Proven ability to work on a number of complex issues and projects at one time, with little oversight or direction from a people leader. 
  • Highly organised and self-starting, with strong coordination skills.
  • Excellent communication, self-management, and interpersonal skills.
  • Experience in working with, and applying legislation to, an operational context (for example, the Immigration Act 2009, Official Information Act 1982 and the Privacy Act 2020)
  • High integrity and ability to handle sensitive and confidential information.

Qualifications 

  • Tertiary qualification, or extensive and comparable relevant experience.

  • Must be a New Zealand citizen or New Zealand permanent resident. 

Takohanga tuhinga o mua – Key accountabilities and deliverables

Responsibilities of this position are expected to change over time as the Ministry responds to changing needs. The incumbent will need the flexibility to adapt and develop as the environment evolves. This includes performing any other reasonable duties as required.

Provide advice and support on strategic and operational matters

  • Work closely with the National Manager Identity, General Manager Immigration Risk and Border and Identity Services’ subject matter experts (SMEs) to support the successful implementation of the BCU project across INZ (and any other projects, as required).
  • Provide quality advice and support to the BCU project team to ensure successful implementation of BCU.
  • Coordinate and track Identity Services’ inputs into BCU implementation, ensuring action points are completed to a high standard and on time and risks and issues are flagged early.  
  • Take the lead for Identity Services on supporting the post-implementation phase of the BCU project, monitoring and reporting on any identified risks and issues.
  • Provide analytical and strategic support for the National Manager Identity and the wider Identity Services leadership team (ISLT) on business priorities.
  • Provide support and advice on behalf of the ISLT to key INZ projects related to identity and/or biometrics.
  • Provide advice and support to teams within Identity Services to contribute to change management and the continuous improvement of services, systems and processes.
  • Coordinate and track progress with implementation of Identity Services’ business plan, working closely with initiative leads to support successful implementation of business changes.
  • Take part in business planning processes for Identity Services.  
  • Maintain a well-developed awareness of Identity services’ (and more widely Immigration Risk and Border’s) priorities and emerging issues. 
  • Escalate issues and risks appropriately and in a timely manager, including to the National Manager Identity and General Manager Immigration Risk and Border.
  • Work closely with the National Manager Identity and Immigration Risk and Border Business Support Team to support, and respond to, business administration requests and requirements (for example, response to OIAs, business continuity planning and organisation chart updates).

Reporting

  • Manage and contribute effectively to the preparation of regular monthly and annual reports, and special reporting assignments.
  • Support Identity Services’ performance reporting process. 
  • Provide regular reports to the National Manager Identity, and wider ISLT, on progress with implementation of the BCU project, Identity Services’ business plan and other key initiatives/projects. 

Relationship management

  • Develop effective working relationships across INZ and MBIE, to transfer knowledge and learnings from the team to the wider organisation and inform strategic decision making.
  • Participate as an active member of the Identity Services leadership team and contribute knowledge and expertise needed to achieve the outcomes sought.
