The Senior Advisor – Refugee Health is responsible for developing and implementing a national refugee health work programme in partnership with the Ministry of Health. 

The role is responsible for providing leadership and coordination of the refugee health sector to enable delivery of quality refugee health services. It plays a part in sharing best practice and supporting workforce development. 

The role also plays a critical part in gathering of information and knowledge from the field to inform plans and strategies for refugee health in New Zealand. 

The Senior Advisor provides:

  • High level leadership on refugee health issues.
  • Leadership and co-ordination in the development and delivery of the national refugee health work programme.

Ngā herenga – Requirements of the role

Personal specifications

  • A background practising in health-related fields: e.g. primary care, mental health, refugee health, public health.
  • Expert knowledge of clinical practices within New Zealand.
  • Knowledge of global refugee health issues.
  • Experience working in the field in refugee health would be advantageous.
  • Knowledge and understanding of health care provisions for refugees in New Zealand.
  • Excellent communication skills.
  • Excellent administrative and time management skills.
  • Ability to quickly establish and build strong working relationships.
  • Ability to work collaboratively with a variety of people and groups.
  • Budget management skills.
  • Demonstrated ability to manage stakeholder and associated relationships.
  • Ability to work under pressure while maintaining performance standards, working relationships and personal composure.
  • Be willing to travel to fulfil job requirements.
  • Must be either a New Zealand citizen or hold a permanent residency class visa.

Qualifications

  • Relevant tertiary qualification or extensive and comparable relevant experience.

Takohanga tuhinga o mua – Key accountabilities and deliverables

Advice and Support

  • Designs, develops and implements a national refugee health work programme in partnership with the Ministry of Health with the goal of achieving equitable health outcomes for former refugees.
  • Supports the Ministry of Health to provide clinical governance.
  • Develop appropriate infrastructure to connect strategic and operational groups i.e. governance, building of communities of practice and networks.
  • Supports access to education and programmes for workforce upskilling in order to support workforce capacity, capability and sustainability.
  • Draws on research and evaluation to develop an informed and critical view of opportunities and challenges related to Refugee Health in the community in New Zealand.
  • Collect and analyse data to support programme monitoring and evaluation.
  • Identifies the needs or expectations of former refugees, health care providers and other participating agencies.
  • Enable and empower former refugees to be part of the development of the work programme.

Relationship Management

  • Liaises with representatives from key sectors (e.g. Te Whatu Ora, Ministry of Health, primary care providers, refugee advocacy, mental health organisations) to capture relevant sector information.
  • Develops effective working relationships across the branch for a co-ordinated approach to refugee health and resettlement.
  • Builds and maintains effective relationships and partnerships with key government and non-government representatives to improve refugee health in New Zealand.

Wellbeing, health & safety

  • Displays commitment through actively supporting all safety and wellbeing initiatives.
  • Ensures own and others safety at all times.
  • Complies with relevant safety and wellbeing policies, procedures, safe systems of work and event reporting.
  • Reports all incidents/accidents, including near misses in a timely fashion.
  • Is involved in health and safety through participation and consultation.

The Senior Advisor position reports into the Refugee Health Medical Officer within the Refugee and Migrant Services branch. The branch sits within the Immigration New Zealand group.
