Reporting on energy hardship measures

MBIE provides data and insights on energy hardship at a national level and amongst key demographic groups.

In June 2022, the Ministry of Business, Innovation and Employment (MBIE) released its definition of energy hardship and energy wellbeing. Prior to this there was no nationally accepted definition or method of measuring energy hardship.

Data reports

As part of this work MBIE developed a list of 5 measures of energy hardship. The first report on these measures was published in June 2023.

The most recent release was in December 2025, covering data up to and including the year ended June 2024. The next report is expected to be released in 2027.

Report for the year ended June 2024

Released in December 2025, this report covers 1 July 2012 to 30 June 2024. For this report, a spreadsheet containing data used and referenced in the report. Support for navigating through the spreadsheet is provided in the ‘Guide’ tab.

Report for the year ended June 2022

Released in June 2023, this report covers 1 July 2012 to 30 June 2022.
