Performance indicators for key MBIE Budget 2025 initiatives

As part of the Government’s commitment to being open and responsible with public spending and in line with Treasury’s requirements, MBIE is publishing performance indicators for 2 major Budget 2025 initiatives.

These indicators will help track how each initiative is progressing, measure the results they achieve, and ensure they deliver real benefits for New Zealand’s economy.  Where applicable, MBIE will report these results in its annual report.

New Zealand Screen Production Rebate – International

Objective

To ensure sustainable funding for the international screen production rebate, which supports economic activity, employment and skills development in New Zealand’s screen sector.

Short-term indicators (2025/26)

  • Qualifying New Zealand Production Expenditure value: Total annual value of approved Qualifying New Zealand Production Expenditure (QNZPE) for NZSPR (international productions).
  • Local workforce engagement: Percentage of New Zealand cast and crew employed on international productions receiving the NZSPR-International.

Long-term indicators (from 2026/27)

  • Economic value: Total annual value of approved Qualifying New Zealand Production Expenditure (QNZPE) for NZSPR (international productions).
  • Skills development: Percentage of productions that invest in skills and talent development, through the 5% Uplift rebate.
  • Economic contribution: Measure to be confirmed.

Establishment of Invest NZ

Objective

To lift New Zealand’s productivity by attracting foreign direct investment, fostering innovation and supporting economic diversification.

Short-term indicators (2025/26)

  • Governance establishment: Appointment of the entity's initial board members and leadership roles within 6 to 8 months of legislation.
  • Service launch: Launch services that support investment attraction and facilitation by 30 June 2026.

Long-term indicators (from 2026/27)

Long term measures to be developed by the Crown Entity once established.
