MBIE is working to support Government objectives to reduce delays and ensure Territorial Authorities (TAs) deliver Project Information Memorandum (PIMs) within timeframes that support efficient and predictable building work.

The Government passed the Building and Construction (Small Stand-alone Dwellings) Amendment Bill in October 2025. The changes came into effect on 15 January 2026, enabling some small standalone dwellings (SSDs) to be built without a building consent.
MBIE started to receive data on SSDs derived from the Project Information Memorandum (PIM) from Territorial Authorities (TAs) since April 2026. This first report covers two quarters; in the future these metrics will be published quarterly.
Continuing to collect and report this information will improve our understanding of the effectiveness of this policy and provide key information on the system performance.
