How MBIE measures performance and progress against its strategic intentions

MBIE’s performance framework helps us plan, deliver and report on our work. It links MBIE’s activities to the outcomes we are seeking for New Zealanders.

The framework is built around MBIE’s 5 strategic outcomes:

  1. Prosperous and adaptable people, sectors and regions.
  2. Skilled people engaged in safe and productive work.
  3. Competitive markets with informed consumers and businesses.
  4. Strong and resilient economy delivering energy security and value from resources.
  5. Dynamic business environment fostering innovation, technology and international connections.

These outcomes are supported by MBIE’s organisational strategy Te Ara Amiorangi, and align with the Government's priorities for economic growth through developing talent, competitive business settings, trade and investment, innovation, and infrastructure for growth.

The performance sections of this report describe MBIE’s contribution to these outcomes, the services we deliver, and the progress made during 2025/26. MBIE assesses performance through:

  • outcome indicators that track changes across the wider systems MBIE influences
  • appropriation measures that assess the quality, timeliness and effectiveness of MBIE’s services
  • organisational measures that monitor capability, efficiency and value for money.

Together, this framework helps ensure MBIE’s activities and investments remain focused on delivering results for New Zealanders. MBIE is focused on improving how it demonstrates the impact of its work and its contribution to the outcomes it seeks to achieve.
