Release of CBA into restructuring the grocery sector

Government has published independent analysis, completed in 2026, which sets out the costs, benefits and risks of requiring New Zealand’s large grocery retailers to restructure to improve competition in the sector.

The Government will not be advancing any of policy options contained within this analysis. MBIE is not consulting or seeking feedback on the CBA or the policy options it covers at this time.

The Motu Economic and Public Policy Research peer review focuses on the modelling code. The John Davies peer reviews consider the analytical approach and assumptions underpinning the analysis. The first John Davies review commented on an earlier draft of the CBA, while the second reviewed the final CBA.
