Policy approved for ground-based space infrastructure applications

Cabinet has approved new policy guiding the development of regulations for anyone applying to operate ground-based space infrastructure (GBSI) in New Zealand.

From 29 July 2026, operators - whether new or existing - will need to have sought and received authorisation to operate ground-based space infrastructure.

The new regulatory regime for GBSI is strengthening New Zealand’s ability to manage foreign interference and other national security risks, while supporting the safe, secure, and responsible use of space.

The approved policy supports the development of regulations, which are an important step in protecting New Zealand’s national interests as space activity continues to grow.

The new settings will balance the development of a strong and vibrant space industry with the need to manage risks, including risks to national security.

The regulations will set out the information operators will need to provide when applying to operate ground-based space infrastructure, such as satellite ground stations.

On Wednesday 4 March from 1pm – 2pm the New Zealand Space Agency and the New Zealand Security Intelligence Service are hosting a webinar that will focus on supporting operators about their protective security and due diligence requirements in line with the Act.

Current and potential operators of any ground-based space infrastructure used to communicate with, identify or surveil a space object – unless covered by an exemption, for example used for personal or recreational activities – are encouraged to attend.
