Tēnei tūranga – About the role

The Senior Business Advisor is responsible for leading initiatives and engagement to inform the strategic direction and operations of the Risk and Verification (R&V) team within the Verification and Compliance (V&C) branch.

The Senior Business Advisor will bring their business understanding and risk management experience to work in partnership with the National Manager, R&V leadership team and wider V&C to grow relationships and inform strategic and operational projects across INZ and with external agencies.

The Senior Business Advisor role is responsible for leading a range of business advisory services and representing the R&V team on key projects and initiatives which work across the wider INZ system. This includes high priority work with key stakeholders to implement changes and improvements which support National Security, address migrant exploitation risk and contribute to risk management approaches across Immigration New Zealand.

The Senior Business Advisor is also responsible for developing and maintaining key relationships with internal and external stakeholders.

Personal specifications

  • Previous experience in either Immigration or other similar agency environment.
  • Excellent relationship management skills
  • Political awareness and sensitivity to anticipate areas of potential risk and inform decision making
  • Demonstrated ability to represent the Minister and the Verification and Compliance work programme in an external environment at a senior level
  • Knowledge of environmental issues outside the Ministry enabling early identification of potential risks and opportunities.
  • The ability to gain and maintain a national security clearance to LEVEL Top Secret
  • Ability to communicate ideas and provide insightful feedback
  • Ability to write with clarity and accuracy in both formal and informal contexts
  • Experience of working with business analysis and project management tools and methodologies
  • Demonstrated ability to problem solve, analysis skills and sound judgement
  • Proven ability to work on a number of complex issues and projects at one time
  • Ability to deliver advice and analysis to identify alternative business approaches
  • Knowledge of Immigration objectives, legislation, policy and procedures
  • Understanding and knowledge of Government decision-making and operating processes
  • Relevant Tertiary qualification, and/or comparable relevant experience business advisory roles
  • Understanding and knowledge of Government decision-making and operating processes
  • Must have the legal right to live and work in New Zealand.

Provides advice and support on strategic and operational matters

The Senior Business Advisor will be required to contribute to the day to day work of the R&V team. This includes:

  • Provide quality and timely advice to the Minister and Associate Minister of Immigration
  • Provide analytical and strategic support for the National Manager R&V and the wider R&V leadership team
  • Provide support and advice on behalf of R&V or V&C leadership team to key INZ projects
  • Delivers and provides advice and support to operational teams within R&V to contribute to the continuous improvement of services, systems and processes
  • Provide quality services to external clients through accurate and prompt advice about R&V related matters
  • Take part in business planning for R&V as part of the leadership team
  • Represent V&C in development of INZ Policy
  • Provides a V&C perspective for inclusion into Immigration and MBIE policy and procedures
  • Maintains a well-developed awareness of V&C priorities and emerging issues
  • Manages sensitive cases, including those which involve classified information, to ensure good outcomes for V&C and Immigration.
  • Escalates issues and risks appropriately including to DCE and CE level
  • Represents the Ministry on V&C related issues when required. Delivery of services, products and programmes that actively support and contribute to the achievement of the Ministry's outcomes and that deliver to the needs of internal and external stakeholders.

Deliver reporting

  • Manage effectively the preparation of regular reports and special reporting assignments.

Relationship management

  • Participates as an active member of the R&V extended leadership group and contributes knowledge and expertise needed to achieve outcome sought
  • Develops effective working relationship across INZ and MBIE in order to transfer knowledge and learnings from the team to the wider organisation and inform strategic decision making
  • Builds and maintains effective relationships and partners with internal and external stakeholders in order to share best practice and promote the Ministry, its services and priorities. Key relationships include:
    • Ministers and staff in Minister's offices
    • National Managers in V&C
    • National Managers across INZ
    • Leaders in other government agencies
    • External stakeholders in law enforcement, including Police, Customs, Inland Revenue, Serious Fraud Office, Department of Prime Minister and Cabinet and Corrections
    • External stakeholders in the wider community, including NGO's and community leaders, members of the Immigration Leadership Team (ILT)
    • Other managers and staff in Immigration New Zealand, in particular Labour Inspectorate and Market Services (MBIE)
    • Other Managers and staff in wider MBIE.
  • Engages with Policy makers and Operational Policy to ensure development of new policy and policy review is appropriately informed by V&C risk responsibilities and builds relationships to manage early engagement
