The Data Analyst is a team member position in MBIE. The person brings their understanding of managing operational and strategic data and reporting this information to contribute to the success of the Border Intelligence Targeting team within the Verification and Compliance branch.

The focus of the Data Analyst role is to generate, provide, analyse, and report information on border data for Border Operations, and key business units to inform decision making, OIAs, media requests, process changes and implementing improvements by MBIE. Providing up to date information regarding border activities and outputs are important to assist with the ongoing identification of work priorities and managing risk and quality. Manages data projects and works collaboratively with other subject matter experts to enhance systems performance.

Personal specifications

  • Knowledge of and experience with relational databases and business information tools/software.
  • Knowledge of analytical tools, technologies, and methodologies.
  • Broad technical knowledge, sufficient to enable understanding of technical issues required for the development of the business information role, function, and responsibilities.
  • Knowledge of Access, Excel including VBA programming, SAS EG, SAS Visual Analytics, and current technologies in web-based reporting is required.
  • Experience in the provision of information solutions and business information to internal and external customers.
  • An understanding of statistical trend analysis.
  • Ability to identify, establish and build strong working relationships, and work effectively as a member of a team.
  • Good written and oral communication skills including experience shaping messages for different audiences.
  • Organised with good time and task management skills and the ability to manage multiple priorities and demands from stakeholders.
  • Demonstrates initiative, sound judgement, accuracy and a sense of urgency when responding to requests.
  • Ability to self-manage and be personally accountable.
  • Tertiary qualification, preferably in information management, systems development, or comparable relevant experience.
  • The ability to gain and maintain an Aviation Security clearance.
  • Must be a NZ citizen or hold a residence class visa.

  • Provides specialised information and analysis of border data.
  • Supports risk, intelligence and trend work by mining and analysing data.
  • Provides regular reports to internal and external stakeholders.
  • Supports airline infringement work by providing data and analysis.
  • Provides information for Privacy and Official Information Act requests.
  • Responds to wider MBIE stakeholders’ data and reporting requirements.
  • Provides statistical, trend and pattern analysis of business information to the border management team which informs resource, process, and financial decision-making.
  • Develops and maintains data and analysis tools to improve access to required data.
  • Provides system change impact advice.
  • Develops and maintains quality control processes and documentation for key processes.
  • Develops and implements data collection systems that optimise efficiency and data quality.
  • Improves administration processes and reporting in relation to data match agreements between MBIE and other agencies.
  • Designs and builds information sharing interfaces utilising MBIE platforms.
  • Assists with engagement with MBIE and external ICT service providers/contractors.

Relationship management

  • Participates as an active team member and contributes knowledge and expertise needed to achieve MBIE’s outcomes.
  • Liaises with data analysts across the business to ensure consistency in data requests and reporting.
  • Develops effective working relationships with MBIE managers and staff in order to transfer knowledge and learning from the team to the wider organisation.
  • Develops and maintains excellent networks/customer relationships.
  • Builds and maintains relationships with internal and external stakeholders to ensure stakeholder satisfaction with business information reporting.
  • Represents whole-of-Ministry views and protects its reputation in any external interactions.

  • Ensures own and others safety at all times.
  • Complies with relevant safety and wellbeing policies, procedures, safe systems of work and event reporting.
