Tēnei tūranga – About the role
The General Manager is a leadership and management position in MBIE. The role is responsible for leading policy advice, coordination, strategy implementation and funding mechanisms to maximise the contribution that the tourism sector makes to New Zealand .This includes industry development, infrastructure, and measures to manage and mitigate externalities.
In the context of COVID, the team is also responsible for providing advice on the impacts on the sector, mitigations, and support options and enabling the re-emergence of an international tourism sector that benefits all New Zealanders across economic, social, cultural and environmental domains.
The General Manager is responsible for building and enhancing the overall capability of the Tourism branch to ensure quality and consistency of advice and practices in relation to policy and funding.

Personal specifications
- Relevant tertiary qualification.
- Extensive working knowledge of a broad range of processes related to the operations of the public sector and government.
- A solid understanding of the key influences on the New Zealand economy and business environment.
- Demonstrated ability to lead complex policy programmes over a range of specialist areas taking into account both strategic and operational needs, including the design and delivery of performance monitoring systems.
- Demonstrated ability to lead and develop diverse teams and different specialisations to deliver on the group’s expectations.
- Extensive experience at a senior level managing people, finances and resources.
- Demonstrated ability to develop and maintain effective relationships with Ministers, senior public service officials, internal and external stakeholders as well as senior industry and business leaders.

The General Manager will be required to deliver results in the following areas:
- Build, monitor and maintain the fit for purpose and innovative capability (people and structures) needed to achieve desired goals and objectives, and achieve expected efficiency benefits and on-going improvements in cost effectiveness.
- Deliver high quality policy advice, which is positioned within the broader MBIE context to actively support and contribute to the achievement of MBIE’s outcomes and that deliver to the needs of internal and external stakeholders.
- Develop a customer-focused culture across the branch.
- Actively monitors and assesses risk across the branch’s portfolio of issues whilst ensuring that opportunities are identified and realised.
Collective Leadership
- Participates collaboratively as a member of the Labour Science and Enterprise Leadership Team to ensure the development of sustainable organisational capability and delivery Takes collective responsibility for the cohesion and performance of MBIE as a whole and provides peer support to other senior managers.

General Management
- Develops strategies, work programmes and performance targets for Tourism Branch with supporting measurement, monitoring and reporting mechanisms.
- Aligns Tourism, MBIE’s strategic direction and other groups’ work programmes, in particular Labour and Immigration and Economic Development.
- Monitors and adjusts work programmes through the agreed processes to enable Tourism Branch to adapt to changing circumstances.
- Regularly monitors and reports on progress towards achievement of plans and strategies, within Budgets.

Build and maintain a high-performing team that is capable of developing and delivering innovative advice, products and services to support MBIE’s strategic direction.
Relationship Management
Manage constructive working relationships with work colleagues and external stakeholders to enhance understanding and co-operation needed to achieve desired results.

- Ensures own and others safety at all times.
- Complies with relevant safety and wellbeing policies, procedures, safe systems of work and event reporting.
