Tēnei tūranga – About the role

The Manager Technology and Architecture is responsible for ensuring the branch is across all incoming change initiatives and coordinating the sequencing and planning of delivery with Heads of Digital and Programmes, the PMO, and DDI. 

The role will be required to:

  • Ensure effective resource management is applied to meet the demand across the change portfolio.
  • Partner with the Solution Architecture function to ensure architecture patterns and solutions are in alignment with our strategy, standards and policies.
  • Grow a consistent adoption of technology solutions and services across MBIE to extend reusability of domain technologies.
  • Oversee and manage the work of MBIE’s Domain Architects to ensure that best practice technology advice and support is provided to MBIE decision maker.

Ngā herenga – Requirements of the role

  • In depth knowledge and 10+ years’ experience in ICT architecture.
  • Demonstrated understanding of medium to long-term technology trends and the implications of these for heavily IT dependent organisations.
  • Detailed knowledge of ICT environments, business practice and systems.
  • Ability to quickly establish and build strong working relationships and develop trust and credibility with managers, staff, vendors and other stakeholders.
  • Experienced in developing solutions to solve complex organisational problems.
  • Experience developing centres of excellence.
  • A good understanding of organisational and management theory and practice.
  • Ability to influence and lead work through others to get the best outcomes where direct reporting relationships do not exist.
  • Excellent communication skills – both verbal and written.
  • Experienced in coaching and training practitioners in ICT architecture.
  • An understanding and appreciation of the NZ public sector environment coupled with senior business management experience.
  • Extensive and proven leadership experience including engaging and motivating teams and individuals. 
  • Proven ability to develop and maintain the trust and credibility with senior leaders and stakeholders. 
  • Sound appreciation of corporate management disciplines, techniques and understanding of Government decision-making.
  • Significant and successful experience in establishing and building strong working relationships; internal, cross-government, ministerial and advisory boards. 
  • Tertiary qualification in a business or technology related discipline or equivalent experience.
  • Ability to pass top secret security clearance in NZ.
  • Must have the legal right to live and work in New Zealand.
  • Credit check required.

  • Ensure the application, integration and use of Te Ao Māori and Te Ao Māori practices in the work of the Branch and as such MBIE; Tikanga, Te Reo and an appreciation of the Treaty of Waitangi, Te Tiriti and the Treaty Principles.
  • Represent the views and aspirations of MBIE in national forums.
  • Foster a customer-focused culture across the Branch.

Strategic Leadership - Applies sound Strategic Management Practices

  • Provide leadership to ensure the development or sustainable organisational capability, and achievement of expected efficiency benefits and ongoing improvements in cost effectiveness.
  • Ensure that Digital, Data & Insights works cohesively across the Ministry to shape strategy and deliver long term sustainable improvements to the organisation and the wider system that ensure MBIE is well placed to meet changing customer demands and government priorities.
  • Support and enable the delivery of priority business outcomes across all business groups.
  • Provide change leadership to ensure the Ministry continues to evolve in a way that enables it to respond effectively and efficiently to its changing environment.
  • Provide a commercial focus and acumen to guide MBIE’s resource allocation and to support delivery of its objectives.
  • Support the strategic development of the branch’s work programme to align with and support MBIE’s strategic direction and adopt a business-like and customer centric culture.

General Management - Applies sound management practices

  • Work with the Chief Technology Officer to develop and implement strategies, work programmes and performance targets for Technology and Architecture Branch, with supporting measurement, monitoring and reporting mechanisms. 
  • Monitor and adjust work programmes through the agreed processes to enable Technology and Architecture to adapt to changing circumstances. 
  • Regularly monitor and report on progress towards achievement of plans and strategies. 
  • Manage expenditure and resources in line with approved guidelines, budget, deadlines and reporting requirements, with a focus on driving cost effectiveness for the Ministry. 
  • Effectively and proactively identify and manage risks; build continuous review and improvement throughout all elements of Technology and Architecture operations.

People Leadership

  • Create a sense of vision, engages and motivates people to participate and make things happen. 
  • Establish clear accountabilities, expectations and performance standards with direct reports and ensure regular performance and development conversations occur. 
  • Anticipate future capability needs across the team, identify gaps in capability and address these through targeted recruitment, development or other actions. Identify and actively develop talent for key roles. 
  • Foster an open, collaborative environment that encourages quality, innovation, ongoing learning and knowledge sharing. 
  • Support all organisational development activities, modelling expected behaviours to managers and staff to create healthy workplace culture and engaged workforce.

Relationship Management

  • Build strategic alliances with key government and non-government representatives to ensure MBIE’s views are influential in their decision-making. 
  • Build and maintain effective relationships and partnerships with national and international organisations to identify and share best practice information and to promote the Ministry, its products and services. 
  • Lead any engagement programme(s) with identified influencers and key stakeholders. 
  • Actively look for opportunities and synergies with internal and external stakeholders that focus on and meet customer needs. 
  • Use a one organisation perspective when contributing to internal forums and governance bodies.
  • Represent whole-of-Ministry views and protect its reputation in external interactions. 

Wellbeing, health & safety

  • Displays commitment through actively supporting all safety and wellbeing initiatives.
  • Ensures own and others safety at all times.
  • Complies with relevant safety and wellbeing policies, procedures, safe systems of work and event reporting.
  • Reports all incidents/accidents, including near misses in a timely fashion.
