Tēnei tūranga – About the role

The Treaty Partnerships Team is a newly formed team within Te Kupenga Team that is part of the Strategic Policy and Programmes group. The role of this team is to provide strategic support to the commitments between MBIE (Ministry of Business, Innovation and Employment) and the respective treaty entities as well as managing the partnership responsibilities.

To make this programme a success, the team leader will be responsible for establishing, executing, and coordinating the Treaty Partnership Programme, which includes collaborating with other government agencies, and communicating with separate groups and branches within MBIE.  To contribute to the Te Kupenga work program, we are seeking a Relationship Manager who can manage a portfolio of existing treaty relationships via agreements with MBIE and contribute to the establishment of treaty relationships with MBIE.  As a member of the Treaty Relationship Team, you will be part of a team as the conduit in connecting Post-Treaty Entities with various groups, branches, and teams within MBIE to support their economic aspirations.

This position will be one of two relationship managers and will report to Team Leader: Treaty Partnerships.

The core purpose of the Māori Economic Development Unit, Te Kupenga, is to “cast the net to develop, influence and deliver Māori economic prosperity” via:

  • Leadership: Economic thought leadership on policy development and delivery to grow the Māori economy as a leading contributor to the economy of Aotearoa.
  • We are enabling strategic opportunities for a productive, sustainable, and inclusive Māori economy and empowering Māori cultural intelligence throughout MBIE.
  • Partnership: We partner with and collaborate with Māori, iwi, Māori entities and SMEs to grow the Māori economy in a productive, sustainable, and inclusive way.

Te Kupenga is responsible for:

  • Co-ordinating the delivery of He kai kei aku ringa/ Māori economic development within MBIE and across government.
  • Providing advice and services to Ministers regarding Māori economic prosperity.
  • Providing advice and support to MBIE leadership and policy development regarding Māori economic prosperity.
  • Managing the pre & post treaty settlement process and commitments on behalf of MBIE.

  • Your ability to build & manage of a day-to-day basis collaborative relationships and partnerships with Iwi Māori, sector stakeholders, and partners across MBIE and other New Zealand Government agencies and service providers are critical to your success.
  • Understanding and/or the applications of the principles of the Treaty and the obligations of the Crown under its provisions. Experience in working with Māori and/ or in relationship roles.
  • Your ability to manage a portfolio of treaty commitments as part of the treaty partnership programme.
  • Good written and verbal communication skills and the ability to communicate Māori perspectives internally and externally.
  • Exceptional organizational skills, adaptability, and self-direction.
  • Must be a New Zealand citizen or hold a residence class visa.

Key deliverables/functions

  • Manage relationships as part of the Treaty Partnership Programme.
  • Assist in the design and delivery of methods for better information collection, analysis, and sharing.
  • Build and maintain relationships within MBIE.
  • Manage MBIE attendance to a variety of forums and groups, including build on existing partnerships and with an understanding and careful handling establish new ones.
  • Develop effective working relationships with other New Zealand government agencies to coordinate activity in context of cross-agency collaboration to giving effect to treaty partnerships.

Relationship Management

  • Establish and maintain effective working relationships and two-way communication with relevant.
  • Establish clear objectives and a relationship plan for each relationship in your portfolio.
  • Maintain an overview of key developments and initiatives that may affect relationships and the achievement of outcomes.
  • Act as a point of contact and referral for partner groups.
  • Monitor the health and effectiveness of relationships.

Process management and facilitation

  • Manage development of commitment agreements.
  • Contribute to the development, management and delivery of programmes
  • Lead the preparation and delivery of relevant materials that support the arrangements.
  • Regularly monitor and report on progress towards achievement of plans and strategies.
  • Manage various projects as required.

Problem solving and the management of specific issues and risks

  • Proactive, systematic identification and management of related issues and risks.
  • Identification and implementation of creative solutions to issues.
  • Systematically provide feedback to, and receive feedback from, the rest of the Ministry on key issues during the course of the arrangements.

Wellbeing, health & safety

  • Displays commitment through actively supporting all safety and wellbeing initiatives.
  • Ensures own and others safety at all times.
  • Complies with relevant safety and wellbeing policies, procedures, safe systems of work and event reporting.
  • Reports all incidents/accidents, including near misses in a timely fashion.
