The Senior Strategy Analyst will provide business analysis support across all Immigration New Zealand (INZ) Strategy and Striking the Balance programmes. In addition, they will provide input to specific priority projects assigned by the Director Strategy.

The Senior Strategy Analyst will use well-honed analytical and problem-solving skills to support the further development of INZ’s strategy. This includes supporting the development of a multi-year strategy to enable the successful delivery of INZ’s organisational goals and outcomes and working across INZ to ensure that strategic capabilities are designed, embedded and monitored on an ongoing basis.

The Senior Strategy Analyst will be required to provide comprehensive analysis, advice and document requirements for environmental and customer impacts on all aspects of the Immigration business strategy and capabilities for the future including areas including risk, organisational health and performance, system health, customer insights.

The Senior Strategy Analyst will bring their analytical and business capability understanding and perspective to work in partnership with the Director Strategy and key stakeholders across MBIE.

Personal specifications

  • Senior level experience of strategic analysis work including working with impact analysis, tools and methodologies, in a complex business environment.
  • Experience with business process design, current state and gap analysis and identification of strategic risks, mitigations and opportunities for organisational development.
  • Some experience of strategy work in a customer-centered organisation in the private or consultancy sector would be preferred.
  • Ability to use computer software packages including project management, word processing, PowerPoint and analytical tools.
  • Ability to work with numbers and cost out options to support recommendations with quantitative data.
  • Excellent communications, self-management and interpersonal skills.
  • A high standard of written English and a proven ability to clearly present analysis and ideas on paper.
  • Ability to work within a team environment and establish collaborative working relationships inside and outside the organisation.
  • A tertiary qualification in a relevant discipline.
  • Proficient in the Microsoft Office Suite, familiarity with project methods, preferably agile would be an advantage.
  • Must be a NZ citizen or hold a residence class visa.

Design and implementation of INZ’s strategy

Input to the translation and embedding of the endorsed INZ strategy

  • Designs and monitors the execution of Striking the Balance across all areas of organisational capability and reporting on achievement as well as supporting the necessary governance framework for Striking the Balance.
  • Utilises environmental scanning and data to benchmark and test current INZ processes and practices in relation to INZ’s business strategy.
  • The Senior Strategy Analyst will be required to provide comprehensive analysis, advice and document requirements for environmental and customer impacts on all aspects of the Immigration business strategy and capabilities for the future including areas including risk, organisational health and performance, system health, customer insights.

Responsibilities will include:

  • assessing the impact of emerging issues on business strategy, organisational design, capabilities and outcomes.
  • contributing to and participating in project teams to identify options, designs and model alternatives for implementation of striking the balance.
  • Providing input to advise ILT on how to reflect the outcomes of the strategic analysis to ensure the strategy is current.
  • Applying approved project methodology, preferably agile, and analysis tools as required.
  • Delivering to the needs of internal and external stakeholders.

Strategic foresight and analytical support for key strategic capibility development

  • The Senior Strategy Analyst will bring their analytical and business capability understanding and perspective to work in partnership with the Director Strategy and key stakeholders across MBIE.
  • Support priority projects and areas of organisational capability development for the future such as INZ’s Future Funding project, and Striking the Balance project initiatives such as People, Culture, Customer and other to be determined.

Specifically, assisting with the development of strategies for INZ’s Embedding Striking the Balance programme:

  • Strategic thinking and insights.
  • Planning and monitoring.
  • Support facilitating workshops.

Relationship management

  • Manages constructive relationships with work colleagues and external stakeholders in order to identify and share best practice information.
  • Represents whole-of-Ministry views and protects its reputation in all interactions.
  • Tests the effectiveness of stakeholder relationships using a range of appropriate measures and processes (including stakeholder feedback).
  • Participates as an active team member and contributes knowledge and expertise needed to achieve INZ and MBIE outcomes
  • Develop effective working relationships with INZ and MBIE managers and staff in order to transfer knowledge and learning from the team to the wider organisation.

  • Displays commitment through actively supporting all safety and wellbeing initiatives.
  • Ensures own and others safety at all times.
  • Complies with relevant safety and wellbeing policies, procedures, safe systems of work and event reporting.
  • Reports all incidents/accidents, including near misses in a timely fashion.
