Tēnei tūranga – About the role
Quality and Assurance Advisor supports the branches within the Te Whakatairanga Service Delivery (TWSD) Group on their ISO 9001 Quality Management Systems (QMS) certification journey and lifts the culture of continuous service improvement to NZ businesses and consumers.
This role partners with branches to identify teams that need to be certified and provides them with QMS guidance and support. It also organises internal peer reviews and arranges auditors’ trainings for the group. The Quality and Assurance Advisor will host regular TWSD Quality Working Group (representatives from each branch within TWSD), build and maintain the auditors mentoring programme amongst TWSD QMS auditors, and regularly update QMS information in Te Taura (MBIE internal website).

Personal specifications
- Good knowledge of Quality Management Systems (ISO 9001:2015) development and implementation.
- Experience in the implementation of other Quality Management System frameworks and systems.
- Experience in facilitating working group discussions and developing improvement implementation plans.
- Excellent written and verbal communications skills, with an eye for detail and a high level of accuracy.
- Demonstrated ability to build good stakeholder relationship across the business and take others on board the quality improvement journey.
- Experience in developing a culture focusing on continuous improvement and organisational performance enhancement.
- Ability to work well under pressure and capacity to multi-task effectively, with an adaptable and flexible working style.
- Can-do attitude and a high level of initiative, sound judgement, and discretion.
- Experience in Microsoft Office Suite.
- Political acumen and sound knowledge of Parliamentary and government structures and processes.
- The ability to gain and maintain a national security clearance as required.
- Must have a legal right to live and work in New Zealand.

Critical success factors
The key responsibilities of the Quality and Assurance Advisor are:
- Provides regular reporting to TWSD SMT, TWSD Quality and Risk Community of Practice, and Quality Working Group on QMS certification progress and opportunities.
- Maintains data accuracy in TWSD QMS database tracker.
- Coordinates peer review schedules across the group.
- Explores the opportunity for one external audit contract for TWSD.
- Maintains quality management capability through TWSD QMS training programme.
- Facilitates TWSD Quality Working Group meetings and discussions.
- Develops QMS annual work plan for Quality and Risk Community of Practice and SMT.
- Builds mentoring programme amongst TWSD QMS auditors.
- Owns QMS as a risk control for managing some TWSD group risks.
- Provides guidance on good Standard Operating Procedures (SOPs).
- Maintains QMS web page on Te Taura.
- Shares the latest QMS certification information and international best practice with the Quality Working Group.
- Builds strong stakeholder connection with other groups within MBIE who have ISO certified teams.

- Complies with relevant safety and wellbeing policies, procedures, safe systems of work and event reporting.
- Reports all incidents/accidents, including near misses in a timely fashion.
