Tēnei tūranga – About the role

The Strategy, Performance and Design (SPD) branch enables and empowers the functions of Te Whakatairanga Service Delivery (TWSD) to ensure that work is planned and prioritised in a way that will deliver on our strategic outcomes and in alignment to financial obligations. The SPD Branch is a centre of expertise, delivering a variety of specialised functions across TWSD. It brings clarity and robust advice to the way work is commissioned and governed.

The Principal Investment and Planning Advisor leads planning and coordination of investment planning and provides specialised business support and process leadership, including investment processes and contributing to the commissioning of new business initiatives to ensure realistic investment consideration is given.

Working in partnership with the Director Strategy, Planning and Information and wider team, the Principal Investment and Planning Advisor will provide advice and support on options for investment processes for the TWSD business portfolio, ensuring that investment decisions are maximised to meet New Zealand’s economic, social, and environmental goals.

The Principal Investment and Planning Advisor is responsible for ensuring investment is planned well in advance, communicated, and delivered on time, quality advice and practice is maintained, business and operational processes are efficient and fit for purpose, and providing training across TWSD to uplift investment capability across the Group.

Personal specifications

  • A proven track record of experience in investment management and asset performance, portfolio management, MBIEs investment process planning and coordination.
  • Extensive knowledge and application of government investment processes, methodologies, and frameworks.
  • Exceptional writing ability, and knowledge of The Treasury’s Better Business Case requirements.
  • Confidence and the ability to operate as a trusted advisor to the Senior Management Team and decision makers.
  • Experience in supporting and training others to develop skills and competencies in this domain.
  • A proactive, solution focused work style with a strong customer service focus and delivery.
  • Great attention to detail and a high level of accuracy.
  • Strong organisational skills, with a proven ability to manage competing priorities and meet deadlines without compromising quality.
  • Ability to communicate effectively (written and verbally) with a wider range of stakeholder, both internal and external.
  • Strong relationship management and collaboration skills, able to manage positive relationships with people at all levels in the organisation.
  • Be comfortable with ambiguity that change brings as we remain agile to a changing funding environment, demonstrating your resilience, multi-tasking skills and experience.

Qualification and experience

  • A relevant tertiary business qualification is desirable, or extensive and comparable relevant experience.
  • 4+ years’ experience in a senior advisory or planning role.

Takohanga tuhinga o mua – Key accountabilities and deliverables

Delivery

The Principal Investment and Planning Advisor will be required to deliver results in the following areas:

  • Lead the timeline planning for and coordination of funding/investment rounds from inception to finish, working in partnerships with key stakeholders including Corporate, Digital Data and Insights, and TWSD Branches.
  • Lead the coordination and maintenance of the TWSD 4-year Investment Plan including supporting the Business with investment submissions.
  • Provide guidance and advice to the business for the development of investment rationale and business benefits.
  • Coordinate the overall investment process for TWSD, ensuring funding/investment rounds are managed in a timely manner and have all the necessary documentation to support them.
  • Work with key business stakeholders to understand requirements and benefits for investment bids.
  • Develop and maintain in-depth knowledge of MBIE’s investment, asset and portfolio management processes to provide quality advice to stakeholders and provide training and support to the business, where required.
  • Manage the work programme to ensure that it is run efficiently, and that data integrity is maintained.
  • Provide high quality reporting to SMT on a regular basis.
  • Lead or contribute to the development of and compliance with internal policies, processes, quality assurance and performance standards for TWSD investment, asset and portfolio management functions.
  • Any other activities to support business performance as required.

Relationship management

Build and maintain relationships with key stakeholders in TWSD Branches, DDI and MBIE Corporate teams, including finance and asset teams:

  • Ensuring internal policies, processes, methodology and frameworks are adhered to, and to ensure connection to MBIE-wide Governance groups.
  • Ensuring effective process implementation; and
  • Exchange ideas, resources and know how to build business capability and support application of best practice.

Communications

  • Deliver appropriate and effective communication tailored to relevant audiences including engaging, informative, well-organised presentations.
  • Understand how to communicate difficult/sensitive information tactfully.
  • Facilitate meetings and workshops with stakeholders effectively.

Wellbeing, health and safety

  • Displays commitment through actively supporting all safety and wellbeing initiatives.
  • Ensures own and others safety at all times.
  • Complies with relevant safety and wellbeing policies, procedures, safe systems of work and event reporting.
  • Reports all incidents/accidents, including near misses in a timely fashion.
  • Is involved in health and safety through participation and consultation.
