Tēnei tūranga – About the role

The Manager, Group Capability and Workforce Strategy is responsible for leading of people capability development of Te Whakatairanga Service Delivery Group (TWSD) and supporting TWSD People & Culture (P&C) team and branch leadership teams to develop workforce strategy.

This role helps to ensure that the Group human capital resources meet current and future business needs through capability building and strategic workforce planning, and our people are well supported with the right level of skills for their current role and future career aspirations.

This role will work closely with Group Senior Management Team (SMT), Branches Business Managers, TWSD P&C Business Partners, Pou Whakatairanga (Group Māori Director) and Capability and Learning Delivery Managers in other MBIE Business Groups.

Personal specifications

  • Experienced at a senior level in a strategic capability development role.
  • Experienced in the development and implementation of strategic workforce plans.
  • Strong communication skills and a demonstrated ability to work and facilitate across the business units.
  • Sound working knowledge and understanding of corporate management disciplines and techniques.
  • Sound working knowledge and understanding of the machinery of government and relevant operating procedures and policies that apply within the state sector.
  • Good understanding of organisational and management theory and practice.
  • High level of political nous and awareness.
  • Experience in developing and maintaining an environment focused on continuous improvement to enhance organisational performance.
  • The ability to gain and maintain a national security clearance as required.
  • To be considered for this position you must have a legal right to live and work in New Zealand.

Takohanga tuhinga o mua – Key accountabilities and deliverables

Capability Development

  • Working closely with SMT and branch leadership team and business managers to identify capability development needs.
  • Providing strategic and specialist advice and support to enhance people’s capability development including the Regulatory Compliance Learning initiatives.
  • Manages the development and delivery of high-quality learning and development solutions that support managers in the development of people capability and service delivery.
  • Anticipates future capability needs of the Group and develops plans to meet changing requirements.

Workforce Strategy

  • Working with TWSD P&C business partners and Group and Branch leadership teams to develop workforce strategies and plans that drive attraction, development, and engagement of talent in support of the business strategy.
  • Be recognized as the subject matter expert for Strategic Workforce Planning, providing thought leadership to the development of workforce planning discipline.

Providing advice and support on group-wide organisational change programmes and initiatives to enhance overall group capability and performance.

General Management

  • Develops strategies, work programmes and performance targets for the team, with supporting measurement, monitoring, and reporting mechanisms.
  • Aligns the work programmes with group’s strategic direction and priorities.
  • Monitors and adjusts work programmes through the agreed processes to enable the Team to adapt to changing circumstances.
  • Regularly monitors and reports on progress towards achievement of plans and strategies.
  • Builds continuous review and improvement throughout all elements of the Capability team operations.

Team Leadership

  • Establishes clear accountabilities, expectations and performance standards with direct reports and ensures regular performance management and development occurs.
  • Monitors individual, team and branch performance to ensure that performance targets are met.
  • Anticipates future capability needs in consultation with People and Culture, identifies gaps in capability and addresses these gaps through targeted recruitment and development or other actions.
  • Coaches, mentors, and develops staff to meet the needs of MBIE now and in the future.

Relationship Management

  • Participates as an active team member and contributes knowledge and expertise needed to achieve TWSD and MBIE’s outcomes
  • Develops effective working relationships with other TWSD and MBIE managers and staff to transfer knowledge and learning from the team to the wider organisation.
  • Builds and maintains effective relationships and partnerships with internal and external stakeholders, as necessary, to identify and share best practice information and to promote the Ministry’s products and services.
  • Represents whole-of-Ministry views and protects its reputation in any external interactions.

Wellbeing, health and safety

  • Displays commitment through actively supporting all safety and wellbeing initiatives.
  • Ensures own and others safety at all times.
  • Complies with relevant safety and wellbeing policies, procedures, safe systems of work and event reporting.
  • Reports all incidents/accidents, including near misses in a timely fashion.
  • Is involved in health and safety through participation and consultation.
