Tēnei tūranga – About the role

The Strategy, Performance and Design (SPD) branch enables and empowers the functions of Te Whakatairanga Service Delivery (TWSD) to ensure that work is planned and prioritised in a way that will deliver on our strategic outcomes and in alignment to financial obligations. The SPD Branch is a centre of expertise, delivering a variety of specialised functions across TWSD. It brings clarity and robust advice to the way work is commissioned and governed.

The Manager Business Insights is a leadership position in MBIE. The Manager will bring their business understanding and perspective to work in partnership with the Te Whakatairanga Service Delivery group to help the branches uncover insights from their data.

The Manager is responsible for leading and managing a team of Insights Analysts, influencing the quality of analysis and advice provided. They provide effective coordination, consistently deliver expected results, and implement high-quality management and peer review systems for their direct reports.

The Manager, together with the Director, is responsible for building and enhancing the overall capability of the team to ensure quality and consistency of advice and practices in relation to the team’s work.

  • Experience in managing people in a changing and complex environment.
  • Demonstrated ability to motivate and effectively manage a team of people to achieve results and personal growth.
  • A strategic outlook with the intellectual capability to analyse large, complex issues and readily grasp and synthesise the ideas, analysis and advice produced by others.
  • A high level of experience in analysis or insights and a proven track record in leading large work programmes.
  • Demonstrated ability to identify and effectively manage opportunities and risks to maximise outcomes.
  • Excellent relationship management skills, with the ability to communicate appropriately and effectively with the stakeholders at all levels.
  • Being able to ask the right questions and find the answers that will help the business generate better business results.
  • Fosters an open, collaborative environment that encourages quality, innovation, ongoing learning and knowledge sharing.
  • Proactively identifies key relationships and possesses an ability to quickly establish and build strong working relationships.
  • Excellent communication skills with ability to present complex issues in a way that engages the audience.
  • Proven ability to develop trust and credibility with managers and staff.
  • Relevant tertiary qualification preferred and/or comparable experience working within a government environment.
  • Must be a NZ citizen or hold a residence class visa.
  • Must have the legal right to live and work in New Zealand.

Technical Requirements

  • Excellent understanding of data and insights practices.
  • Data visualization – being able to convey information in a meaningful way so stakeholders can make sense of it.
  • Accessing data, collection and set up of data, understanding and piecing data together to test hypotheses.
  • Proficient in a range of tools such as Excel, PowerPoint, PowerBI.

Takohanga tuhinga o mua – Key accountabilities and deliverables

Leadership Deliverables:

  • Develops effective working relationships with other MBIE managers and staff in order to transfer knowledge and learning from Te Whakatairanga Service Delivery to the wider organisation.
  • Participates as an active team member and contributes knowledge and expertise needed to achieve MBIE’s outcomes.
  • Manages expenditure and resources in line with approved delegations, guidelines, budget, deadlines and reporting requirements, with a focus on cost effectiveness in the Ministry.
  • Regularly monitors and reports on progress towards achievement of plans and strategies.
  • Continually reviews and considers improvement to all elements of the team’s operations.

Technical Deliverables: 

  • Lead initiatives and projects to solve system-wide challenges, delivering advice and guidance to teams and stakeholders on data and insights capability and facilitating cross-system work and partnerships.
  • Source and integrate information and data for use in data interrogation techniques such as data mining and advanced analytics.
  • Apply an innovative approach to undertaking statistical and pattern analysis including identification, preparation and oversight of data mining algorithms.
  • Collaborate with colleagues to develop, test, maintain and continuously improve analytical and statistical models.
  • Share expertise and learnings, mentor and guide team members.

People Leadership: 

  • Manages expenditure and resources in line with approved delegations, guidelines, budget, deadlines and reporting requirements, with a focus on cost effectiveness in the Ministry.
  • Establishes clear accountabilities, expectations and performance standards with direct reports and ensures regular performance management and development occurs.
  • Monitors individual, team and business unit performance to ensure that performance targets are met.
  • Coaches, mentors and develops the team to meet the needs of the organisation now and in the future.
  • Anticipates future capability needs across the team and Branch, identifies gaps in capability and addresses these gaps through targeted recruitment and development or other actions.

  • Customers and suppliers (internal and external) of Te Whakatairanga Service Delivery’s data and insights.
  • Vendors and consultants.
  • Business owners, stewards and custodians for key data assets across MBIE.
  • Privacy team.
  • Data, insights and intelligence analysts across MBIE, including communities of practice.
  • Members of relevant policy and operational teams.
  • Other data, evidence, intelligence and insights teams across MBIE.

External:

  • Customers, stakeholders and suppliers of MBIE’s data and insights.
  • Data and analytics professional communities.
