Tēnei tūranga – About the role

The Design and Build Lead is responsible for the strategic planning and analysis of different short and long term accommodation options for people who have been displaced as part of an emergency, normally under a National Civil Defence Emergency Management Order (Clause 73 of the National Civil Defence Management Plan Order 2015).  This includes development and ownership of a strategic procurement plan of temporary accommodation, as well as longer term solutions such as village development.

Personal specifications

  • Current working knowledge and experience of the building and construction system, including a thorough understanding of resource and building consent processes, New Zealand building code, construction methodologies and practice including off site manufacturing, and building for climate change.
  • Working knowledge of building and construction contract law and contract management.
  • Understanding of Machinery of Government.
  • Understanding of MBIE procurement rules and processes.
  • Demonstrated experience identifying and procuring resources to support short and long term accommodation supply including an understanding of road transport standards.
  • Ability to quickly identify, establish and build strong working relationships across different teams and external stakeholders including Iwi, local and regional government, Civil Defence, community representatives, and affected members of the community.
  • Proven ability to develop trust and credibility with senior leaders and stakeholders.
  • A relevant tertiary qualification OR extensive and comparable relevant experience.
  • Personal resilience – ability to work under pressure and in challenging and evolving environments.
  • Considerable experience dealing with ambiguity in a complex and dynamic environment.
  • Credit check required (yes).

Strategic outputs

  • Lead the strategic planning for short- and long-term accommodation options, incorporating regional and local variances and needs.
  • Develop and implement the procurement strategy for the team, ensuring fit for purpose and cost-effective solutions.
  • Ensure analysis of solutions is undertaken to assess the ongoing suitability of procured resources.

Design and Supply of Accommodation Solutions

  • Lead engagement with councils on consent processes and site inspections to ensure there is a seamless plan in place to enable households to be able to utilise TAS stock without delays.
  • In conjunction with Principal Engagement Advisors, work with local authorities and communities on the deployment and transportation of porta cabins and planning for other accommodation options.
  • Work closely with the Operational Engagement Advisor to ensure property being provided for families is fit for purpose.
  • Where longer term solutions are required, engage with stakeholders to ensure appropriate urban design, planning and delivery are achieved for communities.
  • Work collaboratively with all other positions providing incident response support and display flexibility to ensure best outcomes for households and stakeholders.

The Design and Build Lead position reports into the National Manager Temporary Accommodation Service within the Strategy and Enablement branch. The branch sits within the Te Whakatairanga Service Delivery group.
