Tēnei Tūranga – About the role 

The Business Manager supports the General Manager and leads the specialist and business support services, as well as co-ordinating the planning, reporting and governance activities across the branch. The Business Manager is responsible for meeting the Ministry’s, Group’s and Branch’s planning priorities, and monitoring and reporting on these activities to achieve successful business outcomes.

The role is also responsible for helping drive branch strategy and culture to support complex and varied work programmes across the branch.

Personal specifications

  • Experienced Business Manager with a track record in supporting senior managers in the operation of a diverse and busy branch
  • A strong thinker who is able to make the connections between various aspects of the organisation and implications for the branch.
  • Able to “catch the ball and run”, bringing others with them.
  • Demonstrated ability to lead and influence without formal lines of authority.
  • Knowledge of the government environment and the systems and processes that support it.
  • An ability to take high level and complex ideas and give them practical application through strong and clear planning and the establishment of systems and processes, including monitoring and reporting mechanisms.
  • Ability to mentor and coach.
  • Capacity to deal with conflict and opposition.
  • Demonstrated ability to develop and maintain effective relationships with senior public service officials, internal and external stakeholders.
  • Strong written and oral communication skills and ability to communicate complex concepts to a range of stakeholders.
  • Wide range of computer skills with a proven ability using MS office applications.
  • Willingness to work in a flexible and dynamic environment.
  • Must be a NZ citizen or hold a residence class visa.
  • Credit check required.

Takohanga Tuhinga o mua – Key accountabilities and deliverables

Providing strategic and cultural capability focus

  • Provide intellectual and strategic leadership and advice on how to effectively develop, implement, and deliver key initiatives. This includes advice on the setting of priorities and expectations, and the monitoring of outcome performance. Support the branch in this function where required.
  • Gather information and analysing data from a range of sources to provide the foundation for evidence based analysis.
  • Work with managers and support staff to realise potential efficiencies in coordination and develop a standardised approach to corporate service delivery.
  • Deliver services to actively support and contribute to the achievement of the Ministry’s outcomes and that deliver to the needs of internal and external stakeholders.
  • Effectively and consistently identify and manage risk, alerting the General Manager to potential risks well in advance and proposing solutions.
  • Drive cultural capability across the branch working with the branch leadership team.
  • Active participant in branch leadership team. 

Coordinate corporate accountability and governance activities

  • Ensure that systems and processes are in place to meet all MBIE, Building Resources and Markets (BRM) business group, Vote and Government accountability reporting, working in conjunction with the business group’s wider business management team.
  • Continually improve processes to make reporting requirements streamlined and efficient.
  • Own the corporate reporting and accountability obligations, including contribution to BRM’s monthly reporting requirements so that the reports meet the General Manager’s and Deputy Secretary’s quality and timeliness requirements. Support the branch with reporting requirements.
  • Partner with the General Manager to drive the branch’s strategic business planning process to ensure the development of a quality product in a timely fashion, ensuring it is aligned with BRM’s and MBIE’s strategic direction and government priorities. Support the branch, where appropriate, with business planning. 

Manage, identify and deliver efficient and cost effective business support services

  • Manage procurement and recruitment processes according to MBIE policy and procedures.
  • Manage supplier relationships where appropriate.
  • Apply rigorous performance management and measurement processes to support business outcomes. 

Relationship management

Manage constructive working relationships with work colleagues and external stakeholders to enhance understanding and co-operation needed to achieve desired results.

  • Build and maintain effective relationships and partnerships with internal and external stakeholders in order to achieve shared goals and branch deliverables.
  • Assist and is persuasive in building understanding of, and support for, the need for changes in direction and attitude.
  • Strong communication and engagement skills leading to effective and credible consultation.
  • Is responsive to stakeholders and considerate and appreciative of views of stakeholders.
