The Senior Business Analyst – Emergency Management and Business Continuity (EMBC) is responsible for providing strategic and operational advice on EMBC data, insights, and reporting related matters across MBIE. Key duties include:

  • Leading and providing expert advice on the design, and ongoing development, of the analysis and reporting framework for business continuity and emergency management information that informs all levels of the organisation, including the Senior Leadership Team.
  • Working closely with the Wellbeing, Health and Safety Data and Insights Team (in the Workplace, Safety and Security Branch) with business continuity and emergency management information.
  • Providing expert technical skills in the collection, storing, transformation, modelling, analysis and reporting of EMBC information.
  • Providing expert advice and insights to the Head of Emergency Management and Business Continuity, People Leaders, and other internal stakeholders.
  • Influencing continuous improvement with regards to response readiness and emergency preparedness.

Personal specifications

  • Advanced knowledge of and extensive experience using data analysis tools such as Power BI Desktop, Power BI Service, Microsoft Excel, and Sharepoint, and a demonstrated ability of using these applications to deliver actionable reporting and insights to leaders and decision-makers.
  • Extensive knowledge and understanding of data analysis and reporting practice, methodologies, techniques, and principles.
  • Knowledge or experience in emergency, incident, business continuity management and New Zealand’s National Resilience System would be desirable (for example, CIMS training, EM qualification).
  • Continuously looks to improve and enhance reporting products and identifies opportunities to automate, streamline, and refine existing processes and activities.
  • Superior relationship management, influencing and problem resolution skills.
  • Demonstrable experience of managing significant programmes of work.
  • Excellent oral and written communication skills, including a demonstrated ability to think analytically about issues and express ideas clearly.
  • Well-developed inter-personal skills and ability to work at all levels within the organisation including with senior management.
  • Ability to balance working in a team environment with the need to operate independently and with autonomy when necessary.
  • Time management and the ability to prioritise.
  • Must have the legal right to live and work in New Zealand.
  • The ability to obtain and maintain a national security clearance.

Takohanga tuhinga o mua – Key accountabilities and deliverables

Emergency management and business continuity data, insights, reporting and analysis

  • Utilises a high standard of business analysis skills to develop, implement, and maintain national initiatives supporting business continuity, incident management and emergency preparedness.
  • Investigates, analyses and produces bespoke EMBC reporting for time-sensitive requests from within MBIE and for external stakeholders.
  • Provides expert advice on data management, analysis, and reporting processes and strategies.
  • Maintain, and where appropriate enhance current systems, reporting and processes to lift preparedness standards to best practice.
  • Collaborates with business and data analysts within MBIE to coordinate the design and delivery of key analytics to support the business.
  • Provides in-depth analysis and reporting on current and emerging EMBC trends including what this information means in relation to the performance of operational services, and compliance with relevant legislation.
  • Contribute towards the continuous improvement of the immediate team and the Branch’s services.
  • Represent the Ministry in a variety of forums, as and when agreed.

All of Government coordination

  • Maintains knowledge, competency and understanding of MBIE’s involvement in the National Resilience System and All of Government activities and what this means for EMBC data and insights.
  • Manages relationships across MBIE and externally ensuring effective flow of information.
  • Highlights trends, alerting the responsible manager, Head of Emergency Management and Business Continuity and General Manager Workplace Safety & Security (as appropriate) on a regular and consistent basis.

Strategic planning

  • Support the Head of Emergency Management and Business Continuity in identifying short, medium, and long term strategies for the Ministry to develop its incident management and business continuity and performance, including:
    • Its approach to establishing assurance and ensuring continuous improvement of arrangements.
    • Producing an annual work programme.

Wellbeing, health and safety

  • Displays commitment through actively supporting all safety and wellbeing initiatives.
  • Ensures own and others safety at all times.
  • Complies with relevant safety and wellbeing policies, procedures, safe systems of work and event reporting.
  • Reports all incidents/accidents, including near misses in a timely fashion.
  • Is involved in health and safety through participation and consultation.
