Tēnei tūranga – About the role
The Senior Systems Administrator reports to the Manager Investment Operations in the Science System Investment and Performance Branch. The Senior Systems Administrator will bring their business analysis and system expertise to work across MBIE and ensure users of the Science investment management system (IMS) are trained and supported to use the system, best practice is followed, and technical system issues and outages are managed effectively. The Senior Systems Administrator will work in partnership with the MBIE ICT development team, Datacom and other vendors if required, to ensure the efficient operation of MBIE’s IMS and the systems it integrates with – currently BFR, FMIS and Enterprise Reporting. The Senior Systems Administrator will oversee, lead and implement ongoing training and induction of new and existing users of the IMS. This covers the breadth of science investments from multimillion-dollar bespoke funds to smaller recurring investment rounds.

Delivery
- The Senior Systems Administrator will be required to deliver results in the following areas:
- Provide advice and analysis to the Manager Investment Operations to highlight potential risks regarding all areas of the investment processes; end to end investment phases, system performance and functionality.
- Ensure the branch Business Continuity Plan is reviewed regularly, maintained, updated at all times.
- Lead and facilitate continuous process improvement.
- Lead and maintain the integrity and quality of data in IMS and its supporting applications through:
- Development of templates and tools to support consistency of practice amongst the business.
- Design and build effective dashboards which enable effective contract and reporting management for fund teams and inform Fund Managers of contract performance.
- Quality assurance of configuration builds and data entered into IMS.
- Coordinate and lead system support and training to new and existing users on core functions of the IMS system as required.
- Over-sight of the content of training and technical assistance given to internal users of IMS and ensure users are supported with up-to-date manuals and advice notes.
- Collaborate and facilitate discussions with the business teams to understand their IMS change requests and advise on impacts to IMS and supporting applications following impact assessment by the Applications Development Team.
- Communicate to all IMS users internally and externally on any enhancements and changes to the IMS system.
- Identify and manage risks, issues and changes in appropriate registers.
- Escalate service disruptions that affect multiple users through the appropriate channels in a timely manner.
- Work alongside the Team Leader Investment Process Coordination to;
- Oversee the QA of payment and finance functions related to IMS and its supporting applications.
- Coach and train coordinators processing IMS contract payments and help trouble shoot any technical interface issues.
Subject matter expert and coordination
- Lead the coordination, facilitation and administration of meetings required between the Investment Operations Team and Applications Development Team.
- Lead the bespoke configuration of investment processes that don’t exist in the system › Analyse and advise any risks or business improvements on critical business process during the testing and implementation phase of the new investment management system.
- Provide expert advice to support the Manager Investment Operations who chairs the IMS Governance Group.
- Design, build and maintain effective dash boards/reports for investment process to enable the Science System Investment and Performance Leadership Team and Fund Teams to make effective decisions in relation to our investments.
- Provide subject matter expertise on system processes used and be the key point of contact with our internal support teams with regard to IMS, supporting applications and reporting issues e.g. Finance Team (Integration with FMIS), Enterprise Reporting and Data Team, (Enterprise Reporting) and Science Investments (BFR) and Accounting Services Team (payments).
- Be the key point of contact for external agencies using IMS (currently Callaghan Innovation) regarding the agreed functions listed in their respective Service Agreements.
- Be the key point of contact in liaising with the Applications Development Team on issues in relation to the resolution of operational issues e.g. planned and unplanned outages, system performance issues, JIRA bug notifications and change requests from the business.
