Tēnei tūranga – About the role

You provide support to P&C and the business within the Leadership, Talent & Growth (LT&G) domain in one or more of these areas:

  • leadership and talent experience (e.g., leadership, employee engagement, performance and development, Employee Awards programmes, talent management and succession planning)
  • capability (e.g. enterprise learning, learning & development solutions and products, LMS management)

You play a key role in LT&G projects designed to create people-centred, leader-led, impactful LT&G outcomes aligned to MBIE’s People Strategy.

Your proactive and high-quality advice drives continuous improvement and consistency. You work with Heads of People and Culture, and others across the branch to resolve complex escalated queries and to enable effective and informed talent decisions and the design of initiatives that support an exceptional employee experience and the delivery of business strategy.

Personal specifications

  • In-depth experience and achievement in working with, and delivering, high quality organisational development advice and services.
  • Experience leading the development and implementation of strategies and frameworks.
  • Strong understanding and knowledge of organisational development, including latest developments in these fields.
  • Strong business acumen
  • Attentive to details and deadlines; ability to manage multiple initiatives.
  • Sound analytical thinking, planning, prioritisation and execution skills.
  • Ability to be flexible and to quickly adapt to the needs of a business’s changing demands.
  • Proven ability to engage and influence staff, providing appropriate challenge when necessary.
  • Demonstrated ability to develop and maintain effective work relationships, maintaining trust and credibility with managers and staff.
  • Excellent communication skills, both written and oral, to suit a range of stakeholders.

  • Tertiary qualification in a relevant field and/or comparable relevant experience

Organisational Development Strategies and Frameworks

  • Plans, develops, implements, and communicates organisational development strategies, programmes and initiatives in leadership development; talent management and succession planning; career pathways and competency frameworks; performance management; employee engagement and culture; and values.
  • Ensures organisational development solutions align with the people strategy, business priorities, and MBIE’s policies and processes and support the development of a people centred and inclusive workplace culture.
  • Creates and maintains frameworks, as well as templates, tools, and manager guidelines.
  • Utilises relevant data and reporting information and to assess issues, and trends to gain relevant business insights, with support from the Data and Insights team.
  • Continuously analyses and improves talent, succession planning, and leadership development strategies, programmes, processes, metrics, and results in order to best manage talent.

Delivers Talent Advice

  • Provides advice and support to senior leaders and Heads of People and Culture to address strategic issues for their business groups, and responds to complex escalated queries from other People and Culture teams.
  • Keeps updated with relevant strategic and leading practice approaches in organisational development and uses benchmarking to create and share leading practices in these areas.

Teamwork and Collaboration

  • Works collaboratively with colleagues to maintain an open and collegial approach and actively contribute to the overall effectiveness the People and culture branch.
  • Actively contributes to MBIE’s people strategy and Group people plans.
  • Builds strong networks across the public sector to influence, and to gain knowledge and initiatives from other agencies.
  • Coaches and supports other members of the team.
  • Supports the Manager Talent and Development in the selection and engagement of third-party vendors

Wellbeing, health & safety

  • Displays commitment through actively supporting all safety and wellbeing initiatives.
  • Ensures own and others safety at all times.
  • Complies with relevant safety and wellbeing policies, procedures, safe systems of work and event reporting.
  • Reports all incidents/accidents, including near misses in a timely fashion.
  • Is involved in health and safety through participation and consultation.
