Tēnei tūranga – About the role

The Innovation team provides dedicated support and expertise in business analysis and project delivery to the People & Culture (P&C) branch. They work with Subject Matter Experts (SMEs) and stakeholders to support planning of work in line with work programmes whilst having a strong focus on continuous improvement. The Delivery Lead will support implementation of a framework to grow and enhance project delivery across the P&C branch. This will require building and maintaining good relationships with the teams involved and a strong understanding of various business needs to ensure the Innovation team is effective in developing fit-for-purpose project planning, practices, tracking and tools. The Delivery Lead supports the Manager P&C Innovation to ensure P&C delivers on MBIE’s strategic and operational goals by working closely with SMEs and project leads providing support, focus on priorities and progress.

Personal specifications

  • Significant experience in project and/or programme management with responsibility for developing and managing high quality, multiple stakeholder projects. Experience within a Human Resources (HR) environment would be an advantage
  • Experience in supporting and coaching teams building a highly valued consulting and client focused environment
  • Applies focus on working in partnership with Māori throughout project delivery (knowledge of Tikanga Māori beneficial)
  • Strong influencing and negotiating skills at all levels, with proven ability to develop trust and credibility with key stakeholders
  • A strategic outlook, with the capability to analyse large, complex issues and readily grasp and assimilate the ideas, analysis and advice produced by others
  • Fosters an open, collaborative environment that encourages quality, innovation, ongoing learning, and knowledge sharing
  • Hands on experience working with digital systems information and project management systems and willingness to stay current
  • Excellent communication skills with ability to present complex issues in a way that engages the audience
  • Effectively and consistently identifies and manages risk in projects
  • Sound judgement, integrity, and discretion in dealing with personal information in the course of duties

Relevant tertiary qualification preferred and/or comparable experience working within a government environment.

Takohanga tuhinga o mua – Key accountabilities and deliverables

Project delivery, framework development and reporting

  • Supports the design and implementation of a framework for delivery of the P&C work programme and associated projects that are aligned with strategic objectives and priorities. This will include developing methods and tools for comprehensive project plans and tracking progress against these; advising on risks, issues, resourcing and what mitigating actions can be taken to enable successful project delivery; allocating tasks and responsibilities to project team members or working group members; proactively identifying links and dependencies between projects
  • Assists the Manager Innovation in delivery of the P&C work programme priorities
  • Implements strategies, work programmes with supporting measurement, monitoring, and reporting mechanisms
  • Advises on project expenditure and resources in line with approved delegations, guidelines, budget, deadlines and reporting requirements, with a focus on cost effectiveness in P&C and MBIE
  • Supports the development of project management capability and skills within the P&C branch, through the provision of advice on applying project management techniques and tools
  • Demonstrates actions that help embed a culture of project management excellence in P&C
  • Identifies areas for improvement and works on continuous improvement initiatives arising from the P&C Branch business programme work plan
  • Works with SMEs to ensure necessary communication activities are undertaken to keep relevant stakeholders across P&C and wider well informed

Coaching and mentoring

  • Provides coaching and mentoring that engages and motivates others to succeed, develop, and proactively share knowledge and ideas
  • Provides intellectual support by bringing new ideas and knowledge to discussions and aides in strategic conversations
  • Contributes to the performance of the team through providing peer review and quality control

Effective stakeholder and relationship management

  • Builds strong relationships with P&C managers and teams/managers across MBIE
  • Participates as an active Lead and contributes knowledge and expertise needed to achieve MBIE outcomes
  • Collaborates with wider P&C branch to ensure relevant information is shared across teams
  • Develops relationships with P&C key stakeholders using developed influencing, negotiation and collaboration skills and experience
  • Builds collaborative relationships with teams across P&C and is seen to add value to the deliverables of various teams
  • Represents P&C branch and MBIE views and protects its reputation in any external interactions
