Tēnei tūranga – About the role
The purpose of the Compliance Specialist is to ensure system data is compliant with all legislation, contractual, policy and procedures across HR and Payroll and ensure all ACC and IR requirements of MBIE are met. The Compliance Specialist must have a strong understanding of NZ legislation and compliance, including the Holidays Act as they will be called upon to give advice and guidance on these matters.
They will also need to conduct analysis of changes to employment legislation, and collective and individual contracts to determine impact. They must work well and share their knowledge in a busy dynamic team environment and embrace different ways of working. In addition, they will work collaboratively as part of a very busy professional team and be able to meet SLA deadlines. They will also be involved in the successfully implementing significant changes to payroll business rules, systems, policies and processes.

- Experience in payroll administration and processing, especially in relation to payroll compliance issues
- Numerical ability and accurate data entry skills, with a high level of attention to detail to ensure accuracy
- Have a sound understanding and the ability to interpret payroll legislative requirements and processes impacting payroll, such as taxation, ACC, Holidays Act, departmental policies.
- Customer Service focus
- Excellent written and spoken communication and interpersonal skills
- Common sense and a practical approach
- Sound level of computer knowledge, basic intermediate Word and Excel required and with the ability to learn new systems
- Demonstrated ability to prioritise and manage tasks efficiently within payroll time constraints and able to work under pressure to meet deadlines
- Must have the legal right to live and work in the country in which this position resides (if the role is located outside of New Zealand).

Quality Assurance/Compliance
- In depth understanding of all Payroll and Employment Legislation, and Contractual arrangements, and the ability to thoroughly interpret and explain to others
- A thorough and solid understanding of all related ACC and IRD processes
- Support and provide expert advice and guidance to a team on compliance specialists, and other stakeholders
- Ensuring MBIE abides by all known processes, procedures and legislation and highlights areas of risk where required
- Ensuring data integrity is maintained at all times and provides processes and audit monitoring through process review and reporting to highlight any areas for concern
- Providing ongoing support and advice to others to ensure compliance is met and data is fixed accordingly
- Work with external customers on compliance matters such as; ACC / IRD
- Providing accurate, timely and efficient advice and services for all MBIE employees
- Develop and maintain a positive and collaborative working relationship with the wider Payroll and P&C teams to ensure that all Payroll functions are undertaken to support the delivery of an effective and efficient payroll service
- Proactively manage data integrity and suggest process improvement to reduce areas for concern
- Conduct high level payroll checks and reconciliations, and analyse data sets
- Ensure processes supporting the IR portal to maintain a clear queue of portal transactions
- Experience in Data Analysis and modelling.
