The Corporate and Digital Shared Services (CDSS) group leads, connects, and strengthens MBIE's core data and insights, digital and technology capabilities.

The Senior Project Manager will report to a Portfolio Delivery Manager in the Partnerships and Programmes branch in CDSS.

The Senior Project Manager is responsible for effective management of allocated projects, and delivery of projects within agreed timeframes, budget and quality measures. They provide effective leadership, coordination, consistently deliver expected results, and implement high-quality business systems and solutions to business challenges.

As a recognised leader within the group the Senior Project Manager is required to mentor and promote the culture of excellence through delivery.

Ngā herenga – Requirements of the role

Personal specifications

  • At least eight years as a Project Manager managing complex, multi-vendor projects.
  • Relevant project management certifications for example, PRINCE2, PMI, Agile.
  • Takes responsibility for ensuring all project deliverables are completed and outcomes delivered for assigned projects, within agreed tolerances for cost, quality and time - showing good judgement in decision making.
  • Experience in delivering projects using a variety of project management methodologies, including PRINCE2, System Development Lifecycle (SDLC) and agile.
  • Experience managing multiple suppliers simultaneously from procurement, day-to-day vendor management, and the completion of contracts - including successful transition to operational support.
  • Experience building and leading large project teams successfully.
  • Awareness of change impacts resulting from your project outcomes and compliant with good operational readiness practice.
  • High degree of financial literacy and proven experience in managing significant project budgets, ensuring accuracy of financial forecasting and reporting, and managing within approved funding.
  • Excellent written and verbal communication skills and ability to articulate key messages with story-telling skills to ensure messages are understood by senior stakeholders, executives and governance groups.
  • Ability to influence and develop effective working relationships with a wide stakeholder base, including gaining and maintaining credibility with senior leadership.
  • Highly developed political and interpersonal savvy and maintains effective, functional relationships with people at all levels of an organisation.
  • Ability to successfully manage and resolve conflicts between stakeholders.
  • Understanding of the public sector governance lifecycle and consistently produce high quality governance documents.
  • Well networked and respected and have an active interest in developing and influencing best practice in Project Management practice.
  • Action oriented, acts with a sense of urgency and operates at pace.
  • Takes the initiative, thinks independently, is flexible in approach and takes feedback on board.
  • Excellent attention to detail.
  • Coaching and mentor skills and shows a commitment to ongoing professional development.
  • Tertiary qualification, or degree, in related business discipline is highly desirable or extensive and comparable relevant experience.

  • Must have the legal right to live and work in New Zealand.
  • The ability to gain and maintain a national security clearance as required.

Project outcomes

  • Delivery of your projects to agreed scope and quality standards, on time and within budget and when not able to, follow change processes supported by timely communication.
  • Projects deliver agreed outcomes and benefits for its stakeholders.
  • Stakeholders will want to work with you, and you will be invited to the table to add value.
  • Contribute to the collection of evidence and generate all necessary quality and assurance management documentation for a full audit trail.
  • Maintain, control and update project documentation/artifacts and templates.

Project planning, tracking, quality, change control and reporting

  • Use all agreed project planning, tracking and reporting processes, templates and services.
  • Use and recommend ongoing project control solutions and assurance across the project.
  • Prepare high quality project and governance reports.
  • Contribute to the improvements in consistent practices and standards to monitor and report on compliance with the PMO’s Delivery Governance Model, with a particular focus on project management capability, risk issue and benefits tracking.

Relationships

  • Relationships with your peers, your stakeholders and your leaders are productive, communication is professional, clear and timely. Your conversations are robust, and trust is created.
  • Act with integrity, actively providing advice and guidance for your leaders and project team, acting as coach or mentor when required – declaring conflicts of interest in a timely manner.
  • Maintain key relationships with Capability Lead, Workstream Managers, business sponsors and owners, project delivery team members, internal/external suppliers and the Programme Management Office (PMO).
  • Provide advice and guidance to Project Manager/Project Lead and project team on PMO’s project management framework, standards and practices.
  • Ensure that conflicts of interest are reported on appropriately.
  • Coach, mentor and provide support to the peers and project team members.
  • On behalf of the Crown, will act reasonably, honourably and in good faith towards Māori as Treaty partners.

Wellbeing, health and safety

  • Complies with relevant safety and wellbeing policies, procedures, safe systems of work and event reporting.
  • Ensures own and others safety at all times.
  • Be aware of project team members showing signs of stress and help mitigate before it becomes an issue.
  • Reports all incidents/accidents, including near misses in a timely fashion.
  • Is involved in health and safety through participation and consultation.
