Tēnei tūranga – About the role

The Principal Advisor - Workforce Planning is a senior position within Immigration New Zealand (INZ) and leads the workforce planning function within INZ Planning. The role supports the Manager INZ Planning to undertake and direct workforce planning for INZ, ensuring day to day and strategic workforce planning aligns with INZ’s collective areas of focus or operationalisation of policy changes.

The Principal Advisor – Workforce Planning leads the development of operational workforce plans and strategies to enable the successful delivery of INZ’s strategy and respond to major events or government policy directives.

A key part of the role is maintaining a sound awareness of emerging policies, events (domestic and international) and internal initiatives to scope opportunities/risks for workforce planning.

Additionally, the role builds and maintains relationships with key internal stakeholders to ensure workforce planning has cross-system representation.

The role provides an excellent opportunity to work in partnership with the branch, Immigration Leadership Team (ILT) and other MBIE leaders, including the Our Future Services team.

The role works closely with the Manager INZ Planning and hand-in-hand with other Principal Advisor roles within the INZ Planning and the wider Chief Operating Officer team. The team represents a centre of excellence in directing and coordinating planning activities across INZ’s major operating lines to drive improved planning and business operations.

Ngā herenga – Requirements of the role

Personal specifications

  • Proven experience in the implementation, delivery and continuous improvement of business and operational planning, performance and reporting systems and processes, including the capture and analysis of information.
  • Demonstrated ability to use relevant software applications, including spreadsheets and databases, including solid technical knowledge of Excel and PowerBI and ability to turn that information into easy-to-understand infographics.
  • An operational and strategic thinker with proven workforce planning experience and the ability to turn complex conceptual strategies into high level artifacts for senior management.
  • Leads workforce planning activities which includes undertaking or directing planning of large upcoming activities or responses to policy changes, events and incidents.
  • The ability to effectively direct and coordinate documented workforce planning in a timely way (sometimes with incomplete information). This includes assumption-based planning and presenting suitable options and contingencies at executive level.
  • Strong analytical skills as well as strong capability in research and evaluation methodologies, design, processes, and reporting.
  • Knowledge and experience of business analysis work including working with impact analysis and options development and able to delivery this information clearly for informed decision making.
  • Strong stakeholder relationship building and engagement skills to effectively gain cooperation and commitment of others.
  • The ability to influence others to achieve the required outcomes through sound evidence-based knowledge and professional credibility.
  • A demonstrated ability to deal with complex and emerging issues.
  • Excellent communication skills, both written, oral and visual, and the ability to present information and ideas in a way that is effective and engaging to a wide range of audiences.
  • A relevant tertiary qualification or equivalent experience in a relevant workforce planning or human resources discipline.
  • The ability to gain and maintain a national security clearance if required.
  • Must be a NZ citizen or hold a residence class visa.

Lead the development of operational and strategic workforce plans including the allocation of resources.

  • Leads development of workforce plans in response to predicted or emerging events, policy directives, and priority focus areas for INZ.
  • Improve governance and accountability processes in operational and longer-term workforce planning
  • Lead the development and monitoring of effective stakeholder management and communications to support the execution of planning.
  • Contribute to the leadership of a high-performing Planning team that delivers well considered, evidence based and practical advice.

Manage constructive working relationships with work colleagues to enhance understanding and co-operation needed to achieve desired results.

  • Comfortably engages, builds and maintains enduring relationships with senior stakeholders.
  • Tests the effectiveness of stakeholder relationships using a range of appropriate measures and processes (including stakeholder feedback).
