Tēnei tūranga – About the role

The Office of the Deputy Secretary (ODS) Branch enables and empowers the functions of Te Whakatairanga Service Delivery (TWSD) to ensure that work is planned and prioritised in a way that will deliver on strategic outcomes and in alignment to financial obligations. The ODS branch is the centre of expertise, delivery a variety of specialised functions across TWSD. It brings clarity and robust advice to the way work is commissioned and governed.

The Business Analyst role is a position that contributes to the groups monitoring and reporting work programme to ensure that information is used to inform good governance and management decisions, supports the group to implement technology changes and ensures that Business and Quality Management processes across the group are managed, fit for purpose and effective.

The Business Analyst will contribute to the design, implementation, maintenance and administration of public accountability framework and performance monitoring activities, including reporting and financial analysis, and delivery of ongoing reporting obligations.

Personal specifications

  • A proven track record of experience and achievement in an analytical role, utilising complex information.
  • Proven ability to use and develop reporting and tools, especially with SAS and Power BI.
  • Proven ability to use and maintain sites developed with SharePoint and SharePoint Tracker.
  • Ability to analyse data requirements and design solutions using appropriate business intelligence tools.
  • Ability to quickly collate and assimilate new information and provide advice on unfamiliar and complex issues.
  • Excellent relationship management skills, with the ability to communicate appropriately and effectively with stakeholders at all levels of the organisation.
  • Highly organised with excellent time and task management skills and the ability to manage multiple priorities and demands from a range of stakeholders.
  • Strong commitment to providing outstanding client service and public value for money.
  • Working knowledge of public sector processes.
  • Strong commitment to “make a difference”.
  • Must have the legal right to live and work in the country in which this position resides (if the role is located outside of New Zealand).
  • A relevant qualification and/or extensive and comparable relevant experience; and a commitment to ongoing professional development.

Business Analysis and Support

  • Monitor trends and bring issues to management attention in a timely manner.
  • Gather information and analyse data from a range of sources to provide the foundation for evidence-based analysis.
  • Provide sound analytical services using appropriate and timely consultation processes with the business; development of viable options; rigorous analysis and evaluation methods, monitoring and review processes.
  • Coordination of group reporting, input into central planning and continuous improvement process.

Information Management

  • Support the Group Business Management and Assurance team and wider branch in providing management information, including maintaining systems and processes, to support informed decision making by the Group Performance Leadership Team.
  • Develop and maintain reporting tools using SharePoint trackers.
  • Develop, maintain, and oversee the TeamSite for the branch.
  • Design, implement and maintain group PowerBI reporting functions to ensure TWSD Senior Management have timely and accurate information.

General

  • Contribute to all aspects of the Public accountability framework cycle as required to support branch and team work programme.
  • Support fellow peers in providing management information, and maintaining systems and processes, to support informed decision-making by Group Performance leadership team, with a view to continuous approvement.
  • Deliver services to actively support and contribute to the achievement of the Ministry’s outcome and that deliver to the needs of internal and external stakeholders.
  • Assist in mapping processes of the branch and group.

  • Uses a range of appropriate communication tools and methods to communicate effectively.
  • Can write in a style that is well organised, succinct, and relevant.
  • Communicates technical information and/or complex information in an easy-to-understand manner.
