Tēnei tūranga – About the role
The Manager, Group Business Management is an important leadership position in BRM and plays a key role in setting the strategic direction for the Office of the Deputy Secretary as a member of the branch leadership team. The position has responsibility for leading and managing all BRM business management functions, including accountability and reporting, organisational development (for example, group wide people initiatives), business planning, and group enterprise management, such as risk and business continuity planning.
The Manager, Group Business Management leads a high performing team consisting of a project coordinator, advisors, seniors and principals providing comprehensive analysis, advice, project coordination and support to the BRM leadership team, including the Deputy Secretary, on all business management matters.
The role leads accountability and reporting practice across BRM, liaising with Ministerial offices, providing expert knowledge and expertise to enable complex decision making, contributing technical advice to the wider leadership team, and acting as a point of escalation for senior leaders and ministers’ offices. The role will utilise their excellent influencing skills to support effective decision-making across the group. The position proactively engages across the group to maintain positive and effective relationships, using these to influence others as necessary.
The Manager, Group Business Management maintains a focus on continuous improvement across the group, ensuring best practice and consistency, leading capability uplift across the wider leadership team, and maintaining their own knowledge and expertise of all facets of business management. Effective risk management is a core part of the role as is a focus on building strong relationships, particularly with other MBIE business groups, notably Corporate, Finance and Enablement.
The Manager provides analysis and oversees performance across the group, supporting the BRM leadership team to meet its accountability requirements and support organisational development.
The Manager, Group Business Management will act for the Head of the Office of the Deputy Secretary from time to time.

Personal specifications
- Strong understanding of the public sector accountability framework and the machinery of Government.
- Ability to lead change processes across the group to develop consistent systems, processes and ways of working.
- Demonstrated political nous, sound judgement and sensitivity to anticipate and mitigate risk and inform and enable decision making, particularly in a complex and changing operating environment.
- Excellent communication skills, able to convey information and ideas, provide insightful feedback, facilitate workshops and presentations.
- An ability to take high level and complex ideas and give them practical application through strong and clear planning and the establishment of systems and processes, including monitoring and reporting mechanisms.
- Proven experience developing positive and effective working relationships at all levels, maintaining high trust and operating with integrity, and with excellent influencing skills in the absence of formal authority.
- Proven experience building and leading a high performing, engaged team in a large, complex public sector organisation, including coaching and mentoring people to achieve results and personal growth.
- Demonstrated experience in and commitment to leading continuous improvement for business management systems and processes.
- A flexible, adaptable approach with the ability to respond to changing needs quickly and easily, bringing others along with them.
- Understands the role within MBIE and how it contributes to MBIE’s purpose.
- Understanding of core management principles and responsibilities.
- Ability to understand and process new information quickly.
- Follow instructions and procedures with a minimum of direction.
- Sound organisational and time management skills.
- Must be a New Zealand citizen or hold a residence class visa.

- Participates as an active member of the Group’s Wider Leadership Team and contributes knowledge and expertise needed to achieve MBIE’s outcomes.

- Manages work allocation and workload monitoring across the team to achieve business objectives.
- Establishes clear accountabilities and expectations for the team and provides coaching and development to enable them to achieve performance targets and build their own effective relationships across the Group.
- Continuously reviews and considers improvement to all elements of the team’s operations.
