The Strategic Delivery Lead is a key member of the Discovery, Design and Change team within the wider System Improvement and Engagement team at New Zealand Government Procurement (NZGP). Each year, the New Zealand Government spends more than $50 billion on goods and services that are essential for the delivery of public services and infrastructure, economic growth, and the wellbeing of New Zealanders. The Government and the New Zealand public expect this spend to deliver value. NZGP is tasked with leading the settings, outcomes and performance of the procurement system managing this expenditure.
The Strategic Delivery Lead is crucial in supporting NZGP to convert strategy and policy into effective operational services that reflect the needs of the various service users.
Reporting to the Manager, Design, Discovery, and Change, the Strategic Delivery Lead will apply their expertise in organisational strategy and execution. The Strategic Delivery Lead will work closely with the Senior Service Designer and in collaboration with the policy team to identify and frame strategic branch initiatives and support procurement strategy projects with key agencies.
The Strategic Delivery Lead role will be pivotal in the end-to-end delivery of strategic change in the branch and across the procurement system. The role will be intimately connected with key policy initiatives and developing ideas into substantive business plans and a roadmap for delivery. In addition to the specialist development and planning, the role will be key to the implementation and achievement of NZGP’s outcomes. This includes system wide prioritisation, management of key stakeholder and sector groups, ongoing continuous improvement, and benefit realisation. The Strategic Delivery Lead will work in partnership with their manager and teams across the New Zealand Government Procurement (NZGP) group and external stakeholders.
The Strategic Delivery Lead role will be responsible for framing and leading key projects across NZGP to achieve effective implementation of the NZGP strategic roadmap and operating model.
This role is responsible for:
- Directing the strategy for the programme of work and commissioning the initiation, discovery and design phases for key strategic projects, ensuring projects deliver to customer needs and benefits can be fully realised.
- Facilitating prioritization for our programme of work connected to our strategic priorities.
- Building enduring senior stakeholder relationships, managing stakeholder engagement throughout programmes of work and representing NZGP during strategic engagements.
- Defining and initiating key strategic projects including scoping and creating business cases.
- Providing accurate information and data on progress and performance of projects to the Manager Discovery, Design and Change, NZGP Steering Groups and NZGP Leadership Team.
- Leading the development of strategic connections between our technology, process, people service and capabilities.
- Driving a collaborative culture bringing together teams or individuals from different Business Groups across NZGP to deliver outcomes for the procurement system.

Skills and Experience
- Experience managing and influencing large groups and have influenced change in a significant way.
- Experience working with complex stakeholder groups to drive alignment of strategy to implementation.
- Ability to work with mixed methodologies, inductive, deductive, and abductive problem-solving approaches.
- Excellent communication skills and strong facilitation skills.
- Ability to quickly establish and build strong working relationships and to develop trust and credibility with senior managers, staff, and other internal stakeholders.
- Ability to challenge the status quo, introduce new ways of looking at problems and adopt creative and new approaches.
- A proactive, can-do attitude with a high level of initiative, sound judgement and discretion.
- Exceptional teamwork and collaborative abilities and a willingness to share knowledge and expertise with others.
- Excellent analytical and strategic analysis capability.
- Strong discovery and project management skills.
- Experience working in government useful but not essential.
Qualification
- A tertiary qualification or a professional qualification in a relevant field is desirable.

- Builds and maintains effective working relationships and fosters engagement across NZGP and the procurement system to drive the successful implementation of our strategy.
- Provides dynamic, robust strategic capability, using innovative management and design approaches.
- Ensures a consistently high level of commissioning, reporting and planning, including stakeholder management across the programme.
- Provides quality information and reporting on the progress of the NZGP strategy against the programme of work.

- Is well organised, plans systematically, regularly monitors and reports on progress towards achievement of plans and strategies.
- Leads multiple pieces of work concurrently and actively and independently plans and manages workload.
- Takes a leadership role in related NZGP projects and initiatives.
Relationship management
- Connects and collaborates with senior procurement leaders across the system.
- Enhances MBIE’s reputation and the reputation of the other agencies in any external interactions.
- Builds and maintains effective relationships and partnerships with MBIE managers and staff and external stakeholders to identify and share best practice information, deliver the programme outcomes, and promote collaborative solutions.
