Tēnei tūranga – About the role
The Senior Business Systems Analyst manages, develops, maintains and enhances the IT systems used by the New Zealand Government Procurement branch and government agencies (e.g. GETS, GPP, CRM). The role holder provides internal expertise and support while identifying future opportunities where strategic IT system investment could drive additional value for NZGP and agencies. The Senior Business Systems Analyst provides coaching and mentoring to the Business Systems Analysts.
The role holder brings a strong business understanding and clear perspective of the value that efficient and effective IT systems and analysis brings to an organisation. Understanding the importance of IT system integrity and performance, the role holder provides internal and external training on IT systems, and supports the Manager Business Systems in delivering the over-arching Branch IT systems strategy. The Senior Business Systems Analyst is responsible for leading key process and systems improvement initiatives.
The Senior Business Systems Analyst is a key role within the Business Systems team and by maintaining and developing relationships across NZGP, government agencies with vendors and within the Ministry of Business, Innovation and Employment the role holder adds value by ensuring that the investment, development and application of branch IT systems and tools is appropriate and meets both NZGP and government agency needs.

Personal specifications
- Technical expertise in the following areas:
- Microsoft Dynamics CRM.
- Web support and design and understanding of the CWP environment.
- Management of specialised IT systems such as GETS and GPP.
- Microsoft Office suite of programmes particularly advanced excel.
- Detailed understanding of related MBIE systems, and MBIE IT practices and protocols.
- System testing.
- Demonstrated ability to critically analyse complex situations and to recommend and design robust solutions.
- Demonstrated ability to stand apart from the immediacy of situations and take a broad or long-term strategic view, foreseeing opportunities and developing workable solutions to problems.
- Good knowledge of property and procurement policy and processes.
- Committed to customer service – strong client focus, understands needs of customers but is able to manage and balance this within constraints
- Strong communication skills – both verbal and written, able to communicate complex technical information to gain the understanding of a layperson.
- Significant experience in influencing and negotiating with stakeholders, suppliers, and senior managers.
- Excellent interpersonal skills; demonstrated by credibility, personal or collaborative influence, managing expectations and targeted persuasion.
Qualifications
- Relevant Tertiary qualification or comparable relevant experience and/or professional development demonstrating qualifications for the role.
Requirements
- The ability to gain and maintain a national security clearance to LEVEL Confidential.
- Must have the legal right to live and work in New Zealand.

The systems used across NZGP meet the needs of NZGP and government agencies
- Systems are managed, developed and maintained which meet NZGP and government agencies needs.
- Implemented systems enable the collection, recovery, and storage of data in a manner compliant with MBIE’s data warehousing protocols and in a way that minimises the burden on agencies and suppliers.
- Opportunities are identified where strategic system investment could drive additional value for NZGP and external agencies.
- The strategies and objectives of NZGP are translated into pragmatic systems requirements; with recommendations prepared for consideration.
- Systems are continually reviewed in conjunction with the Business Information and Analysis team to ensure reporting is streamlined.
- System integrity is maintained and there are no breaches of privacy or unauthorised access of the data held within the systems.
- Support is provided to the Manager Business Systems to give effect to NZGP’s organisational strategy and other key priority work programmes.
- Lead key process and systems improvement initiatives.
- In conjunction with the Supplier Relationship Management team, innovation is driven from NZGP system contracts which maximises the value of the contract for both NZGP, the supplier and government.
- Represents NZGP in discussions with IT suppliers and is an interface between suppliers and stakeholders.
- The use of the systems provided by NZGP are actively promoted which results in an uplift by NZGP team members and external agencies.
- Regular engagement occurs with the market, agencies and suppliers to understand the products available and how these could enhance the offering by NZGP to the Branch and government agencies.
- Government agencies are assisted with using NZGP systems and NZGP is viewed by government agencies as adding value to their procurement and property activity.
Effective stakeholder and relationship management
- Develops and maintains cooperative, partnering relationships with NZGP’s key stakeholders using highly developed influencing, negotiation and collaboration skills and experience.
- Effectively manages conflict by focussing on meeting customers’ needs and identifying opportunities for resolution.
- Engages with managers in government agencies in a professional manner that provides a strong level of confidence.
- Provides coaching and mentoring to the Business Systems Analysts.
- Builds collaborative relationships with teams across NZGP and is seen to add value to the deliverables of various teams.
- Provides guidance to personnel within government agencies that is considered, pragmatic, innovative and consistent and which meets or exceeds agency requirements.
- Represents NZGP views and protects its reputation in any external interactions.
