Tēnei Tūranga – About the role
The Property Manager, Property and Facilities is a position within Managed Isolation and Quarantine (MIQ) and will bring their (expert business acumen) to work in partnership with their manager and other staff and managers within MIQ. This is a strategic role that requires an extensive background in dealing with a multitude of different stakeholders.
The Property and Facilities Team is responsible for the operations and management of the MIQ Property and Facilities and engagement with the various stakeholders involved in the function, management, operation and ownership of MIQ’s property portfolio. The Property and Facilities team provides property and procurement lifecycle management from inception, project management, delivery and planning and analytics.

Personal specifications

- Experience in commercial and/or government property processes, systems
- Project management and project delivery
- Experience in working across large organisations using a relationship approach that results in the effective provision of services
- Experience in working with complex governance
- A history of success in a customer focused environment
- Well organised and adept at managing multiple competing priorities
- Ability to communicate information in a clear and logical manner
- Excellent communication, facilitation, influencing and interpersonal skills
- Proven ability to develop trust and credibility with managers and staff at all levels
- High standards of professionalism and performance driven
- Experience in contributing to successful change initiatives and continuous improvement
- Understand how work programmes are implemented and delivered with an ability to quickly assimilate new information or areas of work
- Understanding of MBIE and where the team fits in delivering outcomes for the Ministry
- Property, construction or valuation related degree (preferred) or Tertiary qualification in business
- Must have the right to live and work in New Zealand.
Takohanga Tuhinga o mua – Key accountabilities and deliverables
Operational security leadership
- Contribute to the development and implementation of the MIQ property and accommodation strategy, ensuring that it aligns with the government’s Pandemic response strategy.
- Contribute to developing and implementing property policies, processes, and procedures that support the strategy and result in cost effective property management across the MIQ system capability.
- Proactively undertake on-going learning and development in respect of Property and Facilities related topics
- Contribute to the development and implementation of the property and facilities component of the Managed Isolation and Quarantine strategy and operational plan.
- Delivery and Results (Property Operations)
- Contribute to the delivery of facility services/products/programmes that actively support and contribute to the achievement of the Managed Isolation and Quarantine outcomes that support the government Pandemic Response and that deliver to the needs of internal and external stakeholders
- Contribute to overseeing the management of external property and facilities related contracts to ensure delivery of products and services including the procurement of services, prioritisation across multiple projects, commercial negotiation and contract management.
- Contribute to detailed lease negotiations to ensure the maximum financial benefit over life to MIQ and any co-located partners
- Contribute to effectively managing within agreed budgets building and facilities cost.
Property and facilities projects
- Contribute to the overseeing the delivery of MIQ property projects nationally in accordance with the business strategy and compliance requirements.
- Contribute to ensuring best practice project methodology, design standards and practices are applied.
Risk management
- Assist MBIE in meeting its Health, Safety and Security obligations in respect of its physical operations, legislatively compliant and safe work environment for MBIE and participating agency staff, visitors’ contractors and stakeholders.
- Oversee the function responsible for MIQ’s fire evacuation drills and other duties required under the evacuation and building issue frameworks.
- Oversee the management of MIQ’s facilities and infrastructure to ensure smooth running of the building(s) and legislative compliance.
- › Identifying risk in the property, projects and facilities area and escalating matters to the Manager Property and Facilities as appropriate, including contributing and updating the property related items on the MIQ Risk Register as required and in accordance with the Group Risk and Assurance framework.
Optimise processes and practices
- Contribute to the making of robust decisions in line with the policies, guidelines and standards regarding the Managed Isolation and Quarantine Operational Framework whilst recognising pragmatic commercial outcomes and public health considerations
- Maintain a good understanding of changing organisational or workplace needs and customer expectations
- Contribute to new policy and procedures to enhance the function and delivery of the team
- Positively participate in business planning and optimises processes and practices.
Collective leadership
- Participates collaboratively as a member of the Service Quality and Assurance branch to support the integration process for MBIE and ensure the development of sustainable organisational capability, and achieve expected efficiency benefits and ongoing improvements in cost effectiveness.
- Takes collective responsibility for the cohesion and performance of MIQ as a whole and provides peer support to other senior managers.
- Contribute to the MIQ Leadership team to define the outcomes and outputs expected from the Group to deliver on MBIE’s strategic direction.
- Contributes beyond core functional area to enhance overall effectiveness of the MIQ Group.
General management
- Contribute to the development of strategies, work programmes and performance targets for Service Quality and Assurance, with supporting measurement, monitoring and reporting mechanisms
- Regularly monitors and reports on progress towards achievement of plans and strategies
- Contribute to the management of expenditure and resources in line with approved guidelines, budget, deadlines and reporting requirements, with a focus on driving cost effectiveness in the Ministry
- Contribute to the buildings of continuous review and improvement throughout all elements of MIQ operations
- Effectively and consistently contribute to the identification and management of risk.
Relationship management
- Participates as an active team member and contributes knowledge and expertise needed to achieve MBIE’s outcomes
- Develops effective working relationships with other MBIE, MIQ and participating agencies and service providers in order to transfer knowledge and learning to the wider organisation
- Represents whole-of –Ministry views and protects its reputation in external interactions
- Builds strategic alliances with key government and non-government representatives to ensure MBIE’s views are influential in their decision making
- Delivery of specialist property and facilities services that actively support and contribute to the achievement of the Ministry’s outcomes and that deliver to the needs of internal and external stakeholders
- Acting as a positive and professional representative of the Crown in all interactions including Landlords and their representatives and all internal stakeholders.

The Property Manager, Property and Facilities, Managed Isolation and Quarantine position reports into the Manager Property and Facilities Service Quality and Assurance, Managed Isolation and Quarantine Group.
