Tēnei tūranga – About the role
The Director, Delivery Support and Reporting supports the delivery of MIQ operations at national and regional levels, working in partnership with Regional Operations Directors (RODs) to ensure the delivery of services and logistics associated with movements within and across the MIQF network.
Leading the national and regional delivery support teams, the Director, Delivery Support and Reporting manages the daily operations planning and reporting and facilitates contingency and incident management responses. This role also works with the RODs and national teams to ensure feasible and well-planned runways for implementation of new, adapted, and additional regional and local operations policies and practice. This includes collating and communicating the impacts on the delivery workforce.
The role is accountable for the delivery of performance reporting – which covers the range of daily issues and incident management, through to trends and escalation reporting monthly. This feeds into and informs prioritisation of remedial action required across the branch in management (through Regional Operations Directors), operational policy and SOP design, practice support and training. The role provides a key source of intelligence and advice for other MIQ branches.
As part of the leadership team, the role contributes to the smooth and effective running of the Operations Practice and Delivery branch of the Managed Isolation and Quarantine group.

Personal specifications
- Proven track record of managing operational functions and/or business units, including proven leadership and management skills, i.e., managing people finances and resources.
- Demonstrated experience in developing and maintaining an environment focused on continuous improvement to enhance organisational performance, including implementing quality processes and strategies designed to improve productivity and service delivery.
- Demonstrated ability to develop and maintain effective relationships with internal and external stakeholders to deliver collective impact, including influencing others to achieve outcomes where there is no direct reporting relationship.
- Experience in leading, coaching, and mentoring others to achieve results
- Evidence of ability to make quality decisions by using sound, well-rounded, informed, and inclusive approaches. Can consider the connections between their own teams, business unit and wider organisation, and implications for decision-making.
- An effective communicator, verbally and in writing with a wide range of people at all levels, both internal and external to MBIE.
- Sound understanding of the machinery of government and relevant operating procedures and policies and decision-making processes that apply within the State Sector would be beneficial.
Qualifications
- Tertiary qualification in a relevant field or equivalent experience.
Prerequisites
- All employees are required to comply with MBIE's vaccination policy which seeks to protect the wellbeing, health and safety of our people, their whānau and the community. You are required to hold a valid vaccination pass to be employed at MBIE.
- Must have a legal right to live and work in New Zealand.
- Must consent to and satisfactorily complete a credit check as the role holds financial delegations.

Critical areas of success
- Leads the provision of daily delivery and logistics planning and support for national and regional operations, ensuring transparent and clear approaches to implementation of and changes to agreed delivery approaches.
- Acts as a key conduit for information and insights at national level on behalf of regional and local operations leaders and supports the seamless delivery of services to returnees within the MIQ system.
- Works closely with National Operations Services teams to support the transition of accountability for operational planning and logistics across different time horizons and regions/MIQFs.
- Coordinate’s activity across the delivery support teams at National and Regional levels to clarify reporting requirements, integrate with MBIE/MIQ systems where relevant, and develop clear processes and requirements for operational delivery and logistics reporting.
- Provides clarity on what is an 'incident', where accountability sits for responding/dealing with each level of incident, and how and when incidents are notified/escalated to national level.
- Works with the Manager Incident Management and Business Continuity in Service Quality and Assurance to ensure alignment with the MIQ Incident Management Framework and CAMMS Incident Reporting
- Activity contributes to the identification, escalation and mitigation of potential risks and opportunities within a continuous improvement environment.
- Oversees the provision of on-call support at national level, ensuring Duty Watchkeeper responsibilities are appropriately covered and processes for escalation are effective and appropriate.

- Develops and maintains effective working relationships across the MIQ system, ensuring collaboration and transfer knowledge and learning from the team to the wider group.
- Seeks consistency and alignment between different teams in MBIE, especially other regulatory functions, and promotes solution seeking where there are legitimate differences.
- Understands and reflects broader MBIE partner interests where applicable in managing stakeholder relationships.
- Represents MIQ externally and works closely with sector wide groups, representatives, and key external stakeholders – within their geographical area.
- Represents whole-of-Ministry views and protects its reputation in external interactions.
