The Team Leader is a people leader position at MBIE with varying direct reports. This position leads and manages an Insolvency and Trustee Services (ITS) Auckland Team, maintaining MBIE standards and ensuring the business strategies of the ITS are implemented.

Personal specifications

Skills and Experience

  • A tertiary qualification in commerce or law preferable.
  • Proven insolvency or similar work experience.
  • Proven ability to understand and apply relevant legislation.
  • Highly developed commercial, operational and legislative knowledge of the statutory function of the Official Assignee’s work practices.
  • Well-developed written, oral presentation and interviewing skills.
  • Planning and organising skills, including ability to maintain performance when under pressure, critical assessment of work-flows, and appropriate prioritising of work.
  • Proven ability to manage and develop staff.

Qualifications

  • Must have the legal right to live and work in New Zealand.
  • Required to drive (yes/no).
  • Police vetting (yes/no).

Critical Areas of Success

  • Successful challenges to decisions or actions are rare.
  • Good understanding of relevant legislation is evident.
  • Team meets ITS Statements of Service Performance (SSP) and Business Objectives relating to quality and timeliness, and adheres to ITS policies and best practices.
  • Recognised by others as being a highly competent provider of insolvency services.
  • Feedback from colleagues and stakeholders reflects sound understanding and professional approach to task completion.
  • Quality issues are identified and raised with Manager.
  • Issues of potential risk e.g. issues/deficiencies in procedures or ways procedures are carried out, are identified and raised with Manager.

Technical Management

  • Quality of case management adheres to negotiated performance standards.
  • The interests of stakeholders are balanced and the option selected is appropriate and fits the individual’s circumstances.
  • Management reporting reflects a genuine and thorough understanding of where the team is at.
  • Internal audits etc show an acceptable level of compliance.
  • Team resources reflect current practice.

  • Models positive management and leadership behaviours.
  • Models the desired values and culture of the organisation and leads this across the team.

Team Management

  • Implements strategies, work programmes and performance targets for the team with supporting measurement, monitoring and reporting mechanisms.
  • Regularly monitors and reports on progress towards achievement of plans and strategies.
  • Continually reviews and considers improvement to all elements of the team’s operations.
  • Effectively and consistently identifies and manages risk.
  • Manages expenditure and resources in line with approved delegations, guidelines, budget, deadlines and reporting. requirements, with a focus on cost effectiveness in the Ministry.

Team Leadership

  • Establishes clear accountabilities, expectations and performance standards with direct reports and ensures regular performance management and development occurs.
  • Monitors individual and team performance to ensure that performance targets are met.
  • Provides feedback to staff on team and individual performance.
  • Motivates team members and gives them opportunities to participate.

Coaches and develops staff to meet the needs of MBIE now and in the future.

Relationship Management

  • Participates as an active team member and contributes knowledge and expertise needed to achieve MBIE’s outcomes.
  • Develops effective working relationships with other MBIE managers and staff in order to transfer knowledge and learning from the team to the wider organisation.
  • Builds and maintains effective relationships and partnerships with internal and external stakeholders, as necessary, in order to identify and share best practice information and to promote the Ministry, its products and services.
  • Tense situations are quickly defused.
  • Represents whole-of-Ministry views and protects its reputation in any external interactions.
