The Manager Registry Operations is a management position in Business Registries, Market Integrity branch, Te Whakatairanga Service Delivery group within MBIE. The Manager will bring their operational, business, legislative and technical understanding and perspective to work in partnership with other managers and staff.
The Manager Registry Operations is responsible for leading teams which provide business registry services in relation to corporate entities (Companies, Incorporated Societies, Building Societies, Charitable Trusts, Unit Trusts, Friendly Societies and Credit Unions), Personal Property and Financial Market Securities. Particular emphasis is placed on providing registration and searching services that meet international best practice as well as implementing compliance systems that ensure adherence with the extensive statutory requirements. The teams deliver nearly all services online. The Manager Registry Operations also contributes to and implements operational policy and processes.

Personal specifications
- Experience of people and resource management at a senior level.
- A working knowledge at a senior level of public sector processes.
- Proven ability to build relationships at a senior level with both internal and external stakeholders.
- Sound knowledge of the corporate registry environment and its legal framework, with expertise and experience in all aspects of public registry management, operations, legislative and technical support.
- An understanding of how business works and an interest in commercial issues.
- Proven ability in strategic thinking.
- Excellent written and oral communication skills - ability to present complex information in a way that can be understood by a range of audiences.
- Tertiary qualification and/or extensive and comparable relevant registry experience.
- Must have the legal right to live and work in New Zealand.

Delivery of quality solutions
- Contributes to the Business Registries Management Team and contributes to a whole of Branch/Ministry perspective.
- Managing Business Registries operational services to clients and their professional advisors and business support organisations, and to other internal and work program teams to meet client expectations, legal timeframes and internal and external objectives e.g. Business Objectives and Statements of Service Performance.
- Providing client referral responses for case escalations from the Business Service Centre and managing the customer care program for clients who are unable to transact online.
- Managing the compliance function to assist clients with their legal filing obligations. Education is covered by our web sites, stakeholder engagement and direct client contact by the Business Service Centre.
- Managing the integrity of the registers, at the front end with interception of registrations that are intended to misuse the registers or through identification of similar existing registrations that have subsequently been identified as a potential issue. Setting priorities for and working with an aligned business unit for their enforcement of integrity and taking action through the registry legal team or through the Registrar’s powers to correct the register and to maintain integrity.
- Managing the quality assurance function to maintain integrity from an internal perspective including maintenance of Business Registries ISO accreditation, internal audit and revenue assurance functions.
- Managing contracts for outsourced functions including monitoring against agreed Service Level Agreements, regular relationship meetings and periodic review of performance and value for money.
- Developing and implementing a strategic approach that promotes and gives effect to operational output within the Business Registries strategic business plan to our clients and the organisations that support them.
- Design and implement processes and systems which support efficient and value for money service delivery.
- Develop and review quality and effectiveness of operational policies and practices.
- Implement a compliance strategy appropriate to market behaviour and perceived areas of need.
- Contributing to and implementing the registry technical road map and new legislation affecting existing registers or implementing new ones.
Promotes and supports a strategic focus
- Contribute to the development of long and short term strategies for the future of the business based on future trends and developments both in New Zealand and overseas.
- Translate MBIE priorities into strategic initiatives that are relevant to Registry Operations, providing input to Business Registries business objectives and strategic plans.
- Create awareness within the team of their contribution to wider Business Registries and Ministry strategic priorities.
- Coordinate Business Registries registry initiatives with other agencies and organisations, ensuring that effective relationships are established and maintained and Business Registries keeps abreast of operational best practice developments in the corporate registry field.
- Identifies opportunities for Business Registries to challenge conventional practices.
- Undertakes projects to enhance the overall Business Registries strategic plan.

- Builds and maintains a high performing, resilient team that is capable of delivering Business Registries operational services that meet and exceed client expectations and support MBIE’s strategic direction.
- Implements strategies, work programmes and performance targets for the team with supporting measurement, monitoring and reporting mechanisms.
- Applies sound management practices so that the team operates effectively and efficiently, has a focus on continuous improvement and delivers agreed outputs to support the achievement of MBIE outcomes.
- Effectively and consistently identifies and manages risk.
- Leads and supports the team to develop and maintain within the corporate and financial market environments effective relationships with internal and external clients and other govt agencies.
