Tēnei tūranga – About the role

Reporting to the Manager of Commercial and Contracts, this position leads the management of ICT vendors with the purpose of deriving the commercial and economic performance from our contracts with suppliers.

The Commercial and Contract Manager takes responsibility for assigned contracts monitoring performance, costs and contract compliance. They manage ICT suppliers through the supplier life cycle from contract negotiation to contract end. They focus on improving supplier performance, value for money and deriving savings.

The role will manage the ICT contract and vendor management activities, underpinned by a sophisticated understanding of MBIE’s current and future spend.

Personal specifications

  • 2+ years’ experience in commercial contract management.
  • A proven track record of experience and achievement in IT.
  • Can analyse, review and critique proposed statements of work and other contractual documentation to identify compliance, completeness and accuracy issues.
  • Demonstrated ability to work with vendors and internal stakeholders to gain best outcomes.
  • A working knowledge of the legal frameworks in which the contract resides.
  • Excellent communication skills – both verbal and written particularly business writing and reporting.

Qualifications

  • A relevant tertiary qualification or equivalent knowledge, skills, and experience.
  • Must have the legal right to live and work in New Zealand.

Takohanga tuhinga o mua – Key accountabilities and deliverables

Monitoring of performance, costs and contract compliance

  • Partake and supports commercial negotiations in relation to new initiatives with vendors and variations to existing arrangements.
  • Deploys developed commercial skills to identify external partners, engaging with professionals in other related disciplines (for example, Finance, Procurement specialists, lawyers) as appropriate. Is responsible for defining commercial communications, and the management and maintenance of the relationship between the organisation and the supplier.
  • Provides commercial assistance in ICT procurement activities including contract negotiations, contract variations, and contract reviews.
  • Works with the Manager of Commercial and Contracts to define cost and charging models.
    Ensures ICT strategy delivers value for money in negotiations with vendors.
  • Analyses financial evaluations to manage vendor strategies and desired outcomes.
  • Ensures all contract negotiations are conducted within All of Government guidelines and legal compliance.
  • Ensures lessons learned from reviews are documented and promoted with colleagues, stakeholders and the organisation.
  • Promotes good practice in third party management with respect to information security.
  • Support the development and implementation of frameworks that measure how services are delivered.
  • Support development and implementation of processes and tools to create benchmarking
