Tēnei tūranga – About the role
The Immigration Risk & Border (IRB) branch supports pre and post decision making for visa applications and manages pre-entry at the border, with accountability for all risk functions which crosscut the visa decision process.
The Team Leader Identity Management is responsible for leading and managing a team of Identity Resolvers and Senior Identity Resolvers within the Identity Management Team. The team is responsible for the timely resolution of identity discrepancies that inform decision making in the visa system. The Team Leader will also be required to provide a high level of technical advice internally and contribute their subject matter expertise to complex pieces of work.
This includes all associated workflow management and reporting to ensure that identity resolution is conducted in a timely manner and to a high standard.

Personal specifications
- Knowledge & experience in biometrics, biographic identity management, and facial image comparison techniques.
- Experience in leading, coaching, and mentoring people to achieve results and personal growth.
- Experience in leadership and management of a team.
- Experience managing staff in a changing and complex environment.
- High attention to and an eye for detail.
- Proactive and action orientated with an appreciation of quality service delivery.
- Ability to understand and process new information quickly.
- Ability to establish sound working relationships.
- Ability to remain focused while delivering consistent accurate results.
- Follow instructions and procedures with a minimum of direction.
- Sound organisational and time management skills.
- Uses sound judgement and seeks a second opinion from peers when necessary.
- Intermediate to advanced experience using computer technology, in particular Photoshop or other image software would be advantageous.
- Experience using Immigration New Zealand systems would be an advantage but is not essential.
- You may be required to work over the Christmas/New Year period.
Qualifications
- Relevant experience in a comparative field, ideally involving physical image comparison and/or biographic comparisons is desirable.

Critical Areas of Success
- Undertake complex facial image and biographic comparison tasks, in a timely manner, including linking records where necessary.
- Undertake a robust checking and quality assurance programme to ensure quality recommendations and/or decisions are made.
- Provide the support services required for the efficient and productive operation of the team, including receiving and responding professionally to enquiries from internal and external stakeholders.
- Contributes to research and analysis on issues relevant to the work area, to assist the team in meeting business plan objectives.
- Participate in and assist in delivering a specialist training and mentoring programme to ensure facial comparison / identity resolution skillset develops to an appropriate level.
- Works in an agile and responsive manner responding to Identity Services need.
- Manage all client material in a secure confidential manner.
Leadership

- Assist in the management of day-to-day operations for the Identity Management Team to ensure performance targets and standards are met.

- Represents the Identity Management Team when required.
- Leads and implements change initiatives within the area of responsibility.
Staff Management
- Be accountable for staff management functions of their team – including induction, performance management, staff development and administrative functions.
- Manages work allocation and workload monitoring across the team to achieve business objectives.
- Leads the implementation of work programmes, performance targets and new initiatives for their team, together with supporting measurement, monitoring, and reporting mechanisms – reports back to the manager.
- Continually reviews and considers improvement to all elements of the team’s operations.
- Monitors and manages ongoing performance of the team against risk reporting frameworks.
- Establishes clear accountabilities, expectations and performance standards with direct reports and ensures regular performance management and development occurs.
- Motivates team members and gives them opportunities to participate.
- Coaches and develops staff to meet the needs of MBIE now and in the future. Including the training and developing of staff in face comparison techniques.
Monitoring and reporting
- Monitors and manages the ongoing performance of their team against KPIs.
- Manages internal quality assurance processes for their team.
- Inputs/validates data for quality performance reporting.
- Input into forecasting and FTE planning
Relationship management
- Participates as an active team member and contributes knowledge and expertise needed to achieve MBIE’s outcomes.
- Develops effective working relationships with other MBIE managers and staff, to transfer knowledge and learning from the team to the wider organisation.
- Builds and maintains effective relationships and partnerships with internal and external stakeholders, to identify and share best practice information and to promote the Ministry, its products, and services e.g., NZ Police.
- Represents whole-of-Ministry views and protects its reputation in any external interactions.
Wellbeing, health & safety
- Displays commitment through actively supporting all safety and wellbeing initiatives

- Complies with relevant safety and wellbeing policies, procedures, safe systems of work and event reporting
