Tēnei tūranga – About the role
The Business Rules Technical Lead is a team member position in the Immigration Risk and Border branch of Immigration New Zealand (INZ). The Immigration Risk and Border branch works to collaboratively identify and mitigate risk early and to reduce harm to the integrity of the immigration system, system users, and New Zealand.
The Joint Targeting and Analytics (JTA) team in Immigration Risk and Border offers specialist expertise in the analysis of data and information to identify and target immigration risk. Services provided by the team include:
- Delivery and management of the Visa Triage process
- Risk identification and targeting at the NZ border
- The provision of risk models and analytics
The Business Rules Technical Lead is a member of the Business Analytics and Targeting (BAT) team within JTA. BAT is responsible for developing robust profiles and providing quality risk information and business rules to support immigration decision makers.
The Business Rules Technical Lead is a product expert who will build an in-depth understanding of JTA’s business rules solution to inform the configuration system to reflect INZ’s complex business requirements and ongoing development of products on the Azure Business Rules Engine (BRE). This will be supplemented with proficiency in data schema design, problem solving, effective collaboration in cross functional teams and strong drive for continuous improvement.
With a strong technical focus, this role is required to build solid business knowledge, including developing options and solutions for business problems and opportunities to make systematic enhancements that will improve INZ’s risk management capability. The Business Rules Technical Lead is responsible for ensuring quality and consistency of practices in relation to Business Rules work across Joint Targeting & Analytics.

Personal specifications
- In-depth understanding and experience with INZ’s risk rule systems (or comparable systems), capabilities and processes; in particular the use of InRule or comparable Business Rules Engines.
- Demonstrated ability to learn and manage a Business Rules Engine to an expert level.
- Highly flexible: able to respond to changes in priorities and demands for work and capable of working on several complex issues at any given time.
- Proven experience of working on complex ICT projects.
- Ability to work within a team environment and establish working relationships inside and outside the organisation whilst also being able to work independently.
- Knowledge of INZ’s AMS and ADEPT systems and their data, or the ability to learn these systems quickly, is an advantage.
- Strategic thinking: can anticipate consequences and trends, long term potential outcomes, and identify and assess organisational risk.
- Excellent communication skills – written and verbal – with the ability to tailor the technical knowledge to people at all levels, both internal and external to MBIE.
- Experience in a leadership role or mentoring.
- The ability to gain and maintain a national security clearance as required.
- Must be a New Zealand citizen or Permanent Resident.

Business rules capability
- Support the integration of legacy and new systems, leading Joint Targeting and Analytics’ involvement in new visa products and new rules being introduced to the Azure BRE.
- Lead work on feature selection within the product: service integration, data modelling, user defined functions and vocabulary setup.
- Be a point of contact for the business in relation to the operation of INZ’s current business rules engines.
- Be a functional subject matter expert and provide advice to leaders at multiple levels across the business.
- Oversee the development and deployment of risk rules. Author risk rules as required.
- Take the lead on allocated projects.
- Deliver on business requirements through fit-gap analysis, developing specifications, configuring system rules and unit testing.
- Support Business Rules Engine application build, test and deployment activities as required.
Relationship management
- Build relationships with the JTA leadership team, provide expert advice and support forward planning related to the utilisation of Business Rules Engines.
- Build relationships with key staff to ensure they are equipped with the knowledge to conduct and contribute to the risk targeting capability.
- Work closely with Digital, Data and Insights and external vendors to ensure alignment of approach, thinking and solution design.
Coaching and training
- Provide technical advice to the team by developing and delivering training material and standard operating procedures.
- Provide mentoring and guidance regarding rule development to Joint Targeting and Analytics team members and support them on their journey to upskill and learn.
- Oversee the quality of the business rules deployment process.
Process improvement
- Identify and implement improvements to ensure targeting functions are operating effectively, efficiently and demonstrating value to the organisation.
- Think strategically about opportunities to build the business rules capability, including engagement with the wider public service.
- Raise risks and support management of those risks as appropriate.
