Tēnei tūranga – About the role
The Senior Business Analyst provides elicitation, analysis, insights, modelling, documentation and advice to support development of key deliverables, including risk management processes and cross-system enhancements.
The Senior Business Analyst will lead the analysis of legislation, policy, operational practice, ICT systems, business processes and requirements to build robust best practice risk management capability and capacity in the Risk & Verification Branch of INZ.
The Senior Business Analyst works in partnership with the National Manager, the Risk and Verification Leadership Team, and wider INZ to grow relationships and provide Immigration risk management assurance within the INZ operating model.
The Senior Business Analyst is expected to lead quality and improvement initiatives relating to INZ, the R&V work programme, individual projects and the wider Verification and Compliance branch. The Senior Business Analyst works as part of a flexible team with complementary skills to invest resource and effort where it is needed the most.

Skills and Experience
- Experience supporting cross organisational activity across a distributive business.
- Extensive experience of analysis including working with impact and risk analysis, tools and methodologies, in a complex business environment.
- An understanding of business process design and analysis, risk management, systems thinking, business planning and benefits realisation.
- Excellent political awareness and sensitivity to anticipate areas of potential risk and inform decision making.
- Experience of working with business analysis and project management tools and methodologies.
- Demonstrated ability to think strategically across a range of issues and think laterally about current and future issues, risks and opportunities.
- Ability to deliver impact analysis, tools and methodologies to identify alternative business approaches.
- Experience developing frameworks.
- Excellent communications, self-management and interpersonal skills.
- A high standard of written English and a proven ability to clearly present analysis and ideas on paper.
- Ability to work within a team environment and establish collaborative working relationships.
- The ability to gain and maintain a national security clearance as required.
- Must be a NZ citizen or hold a residence class visa.
Qualifications
- Relevant Tertiary qualification or alternatively, have extensive comparable experience.

Responsibilities of this position are expected to change over time as the Ministry responds to changing needs. The incumbent will need the flexibility to adapt and develop as the environment evolves. This includes performing any other reasonable duties as required.
Business Analysis
- Utilises and/or designs relevant analytical tools and frameworks to support development of branch or INZ deliverables.
- Works with relevant analysts across the business to produce and validate information, requirements and insights.
- Provides analytical support for the prioritisation and development of key activities.
- Effectively supports the branches response to the wider business leveraging relationships to produce rapid and real time information and insights.
- Provides analytical support for sensitive issue related assessment activity.
- Supports the review of branch or INZ activities to continually refine and improve services.
- Provides analytical support for the development and maintenance of an integrated view of operational activity and planned strategic and improvement activity.
- Provides advice to support an ongoing view of risk and constraints escalating these as appropriate along with options and recommendations.
- Engages with key contacts as required developing strong and collaborative relationships.
Operations/Project Management
Co-ordinate planning to ensure the delivery of agreed outcomes from risk management programmes and operational decisions, including:
- Co-ordinating the activities of specialists and vendors to ensure best practice delivery of services.
- Setting and achieving quality standards.
- Monitoring projects and the performance of suppliers/ teams to ensure standards are met.
- Ensure all decisions are authorised appropriately and documented for accountability.
Performance and reporting
- Contribute effectively to the preparation of regular and special reporting assignments for Risk & Verification projects and operational activity.
- Monitors own work to ensure timely delivery.
- Participates in developing and communicating a strategic plan for risk management for INZ.
- Apply a range of broad analytical techniques or models to problem definition and analysis.
Relationship management
- Develop and maintain productive internal and external working relationships, based on business related needs.
Wellbeing, health & safety
- Displays commitment through actively supporting all safety and wellbeing initiatives.
- Ensures own and others safety at all times.
- Complies with relevant safety and wellbeing policies, procedures, safe systems of work and event reporting.
- Reports all incidents/accidents, including near misses in a timely fashion.
