Tēnei tūranga – About the role

The Compliance Manager is accountable for the delivery of specialist services in the treatment of risk including:

  • Promoting compliance with New Zealand Immigration legislation, ensuring appropriate decision making and mandated action in the event of breaches, detentions and deportations and the management of important issues such as family considerations and supporting legal action in conjunction with other key agencies.
  • Providing specialist input and advice to ensure the immigration system is optimised in terms of risk management and the provision of specialist advice and management of complex cases ensuring that assessment and risk are managed at the earliest point in the immigration process.
  • Carefully balancing legislative powers with ethical and humanitarian considerations.

The Compliance function works across New Zealand to effectively match resource and capability as required to maximise outcomes for Immigration New Zealand. This is supported by a centralised Allocations and Support function.

Personal specifications

  • Experience in the leadership of regulatory or compliance activity cross agency collaboration and a proven track record of results.
  • Experience and knowledge of compliance practices including the ability to make decisions with incomplete or uncertain facts.
  • Experience in developing and maintaining key networks with stakeholders.
  • Experience in leading, coaching and mentoring others to achieve results and professional growth.
  • Experience in application of risk management concepts and techniques as they pertain to decision making and business operations.
  • Demonstrated ability to lead and influence without formal lines of authority including in an operational context.
  • Proven experience in supporting cultural change.
  • Strong action orientation and proven ability to drive results.
  • Experience in managing operational issues and the ability to mitigate risks within the MBIE risk appetite in an operational environment.
  • Experience in developing and maintaining key networks and stakeholder relationships, including other NZ Inc agencies.
  • Experience in developing and maintaining an environment focused on continuous improvement to enhance team performance and simplify work processes.
  • Tertiary qualification, preferably in a relevant field or comparable relevant experience.
  • Must have the legal right to work in New Zealand.

Takohanga tuhinga o mua – Key accountabilities and deliverables

Responsibilities of this position are expected to change over time as the Ministry responds to changing needs. The incumbent will need the flexibility to adapt and develop as the environment evolves.

Compliance leadership

  • Leads the team to ensure specialist capability is aligned to address both systemic and responsive activity. This will increasingly become a nationally focussed position with a strong sector focus leveraging the opportunity for local interactions as required.
  • Ensures appropriate subject matter expertise is applied to implement systemic changes and/or educate where appropriate to address reoccurring harm in the immigration system.
  • Provides leadership support and advice in escalated assessment and investigations utilising analysis, experience, and judgement to make informed decisions, resolving issues where possible or escalating as appropriate. Seeks advice and consults widely where necessary.
  • Drives high quality and consistent standards across the team and function ensuring continuous improvement in work practices and processes.
  • Actively fosters flows of intelligence and communication between the team and other INZ/MBIE/teams and external partners.
  • Ensures risk is managed at the first available opportunity in order to prevent, detect and respond to harm in the immigration system

  • Anticipates future capability needs across the Branch, identifies gaps in capability and addresses these gaps through targeted recruitment and development or other actions.
  • Coaches, mentors and develops staff to meet the needs of the organisation now and in the future.
  • Identifies and develops talent for key roles.

Relationship Management

  • Participates as an active team member and contributes knowledge and expertise needed to achieve desired outcomes.
  • Develops effective working relationships with other managers and staff in order to transfer knowledge and learning to the wider organisation.
  • Builds strategic alliances with key government and non-government representatives to ensure MBIE’s views are influential in their decision-making.
  • Builds and maintains effective relationships and partnerships with national and international organisations to identify and share best practice information and to promote the Ministry.
  • Tests the effectiveness of stakeholder relationships using a range of appropriate measures and processes (including stakeholder feedback).

The Compliance Manager position reports into the National Manager Compliance within the Immigration Compliance and Investigations branch. The branch sits within the Te Whakatairanga Service Delivery group.
