Tēnei tūranga – About the role
The Our Future Services programme will deliver a more cost-effective immigration system that is more productive, more effective at managing immigration risk, and provides a better experience for our customers and staff. The Programme will be delivered through five primary workstreams over three stages.
The Principal Business Analyst will provide expert business knowledge, critical thinking and strategic guidance within the ADEPT workstreams. The role is responsible for supporting the delivery of key milestones within the ADEPT workstreams and supporting the management and prioritisation of the ADEPT Optimisation backlog and product migration plan. They will also be responsible for coherence with the wider programme and needs of the MBIE immigration system.
The Principal Business Analyst reports to the Workstream Delivery Manager responsible for the ADEPT workstreams and will work closely with the workstream Delivery Leads to support initiative prioritisation, delivery and technical and business process understanding.
The Principal Business Analyst will provide guidance and analysis across the ADEPT workstreams and any assigned initiatives, and will be recognised across, and sought out by internal and external stakeholders as a leader in their area of expertise.
The Principal Business Analyst is also responsible for ensuring quality and consistency of advice and practices in relation to their contribution to the programme’s work.

Personal specifications
- Proven experience as both a strong strategic and tactical thinker able to make connections between various aspects of the organisation, and implications for business and service delivery needs with an immediate and future focus.
- Proven experience providing intellectual and professional leadership to others with a track record of trust and respect from their peers and more senior practitioners.
- Extensive experience of business analysis work including carrying out impact analysis, using relevant tools and methodologies.
- Proven experience working with senior leadership teams and providing high level strategic and operational advice.
- Strong interpersonal skills, with clear evidence of influencing skills and facilitation capability and the ability to establish and maintain effective working relationships across all levels of management within the Ministry.
- Demonstrated experience collaborating effectively with various internal and external teams and stakeholders to achieve shared goals.
- Strong ability to coach and mentor others by sharing their own experience and helping to challenge thinking.
- Proven understanding of developing and managing organisation-wide systems and processes.
- In depth knowledge and understanding of the operations of Immigration New Zealand, MBIE and the mechanisms of government.
- An ability to communicate effectively, verbally and in writing with a wide range of people at all levels, both internal and external to MBIE.
- A self-starter that recognises and acts on opportunities.
- The ability to deliver successful outcomes in a demanding environment.
- Strategic thinking: can identify and assess organisational risk, long term potential outcomes and anticipate consequences and identify trends.
- An ability to think strategically and translate ideas and concepts into concrete actions.

Workstream analysis and delivery
- Leads the scoping and analysis of ADEPT optimisation ideas including identification of potential benefits, costs, effort, impacts, trade-offs and interdependencies.
- Supports prioritisation discussions with governance groups and contributes to the ongoing integrated planning of the Our Future Services workstreams.
- Provides expert advice to inform and guide prioritisation decisions in the ADEPT Optimisation and Product Build workstreams.
- Leads, contributes to and participates in ADEPT delivery teams to identify options, designs and model alternatives for implementation of initiatives, both tactical and strategic.
- Collaborates with other members of the Workstream Delivery team and members of the ADEPT Portfolio Delivery team to continuously improve processes, tools and frameworks.
- Use broad knowledge and depth of experience to identify and provide advice on potential constraints, risks and dependencies.
- Lead specific initiatives within the work programme and deliver to programme milestones.
- Demonstrated ability to prepare and present information professionally and to in different forms to meet the needs to the audience.
- Delivers business and advisory services to the assigned workstream, and wider programme team.
- Represents the programme and leads engagement with key internal and external stakeholders as required within the workstream.
- Provides intellectual and strategic leadership and advice on Immigration and MBIE wide issues, risks and initiatives to improve whole of system service.
Consults internally and externally on the scope of projects or proposed projects to:
- Identify risks and conflicts and develop strategies to resolve these.
- Identify links with other cross INZ initiatives to ensure optimum use of departmental resource.
