Tēnei tūranga – About the role

The Delivery Lead is responsible for leading the end-to-end implementation of change initiatives within the Future Services Programme. The Delivery Lead will be assigned to a workstream within the Programme and provide leadership of a multi-disciplinary team.

Using their strong inter-personal and influence skills, they will be responsible for maintaining a backlog of work items and facilitating and driving the work through the change delivery lifecycle applying a mix of project management and agile disciplines.

The Delivery Lead will report to the Workstream Delivery Manager in the Programme and will work closely with the Portfolio Delivery Manager in Corporate and Digital Support Services who are accountable for leading overall technical delivery.

Personal specifications

  • Strong interpersonal skills, with clear evidence of influencing skills and the ability to establish and maintain effective and collaborative working relationships with a wide range of people.
  • Demonstrated experience of managing parallel delivery of complex initiatives from inception to completion.
  • Demonstrated experience in developing implementation plans.
  • Demonstrated ability to understand technical and functional requirements within a business context and translate this to a non-technical audience.
  • Self-managing, with the ability to perform a range of tasks under competing demands, prioritise effectively and escalate issues accordingly.
  • Demonstrated experience in leading discussions and facilitating workshops with a wide range of technical and subject matter experts.
  • Demonstrated experience collaborating effectively with various internal and external stakeholders to deliver shared goals.
  • Ability to navigate a large organisation to ensure those that need to contribute to the work are included at the right time to support delivery.
  • Sound working knowledge and understanding of the machinery of government and processes that apply within the public sector.
  • Demonstrated ability to identify, manage and escalate risks and issues, including providing advice to decision-makers on potential solutions.
  • Must be a New Zealand citizen or hold a permanent resident visa.

Responsibilities of this position are expected to change over time as the Ministry responds to changing needs. The incumbent will need the flexibility to adapt and develop as the environment evolves.

Contributing to workstream planning and development

  • Completing delivery planning, across the full change delivery lifecycle including development of roadmaps and sprint plans to ensure work can be delivered on time and within scope.
  • Co-ordination of resources and activities against the approved delivery plan, including capacity planning and prioritisation.
  • Ensuring team plans are defined, prioritised and of high quality and the backlog is prioritised and refined.
  • Leading regular stand-ups, meetings and workshops, including planning and refining sessions.
  • Actively managing dependencies across related workstreams or projects to ensure coordination and alignment.
  • Updating delivery boards and plans with ongoing progress and leading post-delivery evaluation.

Managing delivery and supporting strategic direction

  • Allocating work within the multi-disciplinary team and ensuring oversight of all work being completed.
  • Ensuring the roadmap and backlog of opportunities and tasks are prioritised in line with strategic priorities.
  • Championing and supporting use of agile tools and frameworks within the work programme.
  • Proactively identifying and escalating potential issues, challenges or risks, and implementing agreed solutions to keep the work on track, including ensuring controls for risks are implemented.
  • Completing quality status reporting on workstream change initiatives to provide leadership with oversight of delivery.

Delivery leadership

  • Ensuring agreed practices and processes are followed and supporting the team to deliver to these.
  • Having a clear understanding of priorities of work and what good looks like, including ensuring work outcomes are delivered to the agreed criteria and within agreed timeframes.
  • Providing timely and constructive feedback to people leaders regarding the performance and capability of team members in the multi-disciplinary team.
  • Adaptable to changing demands and can quickly adjust work plans in response to new priorities. Fosters an open environment that encourages ongoing learning, collaboration and a positive team culture.  

Influence

  • Use effective communication and storytelling to influence and motivate others to take action and achieve desired outcomes.
  • Champion a shared vision for the ADEPT system and assigned delivery workstream, emphasising the ‘why’, timeframes and outcomes.

Relationship management

  • Negotiating, shaping, and influencing across stakeholders from across MBIE, including partnering with technical experts in Corporate and Digital Support Services.
  • Collaborating with internal teams and managing multiple relationships, bridging the gap between technical specialists and subject matter experts.
  • Participates as an active team member and contributes knowledge and expertise needed to achieve desired outcomes.
  • Ensuring workstream owners, business owners and other relevant stakeholders are kept engaged and escalating where appropriate.

Wellbeing, health and safety

  • Displays commitment through actively supporting all safety and wellbeing initiatives.
  • Ensures own and others safety at all times.
  • Complies with relevant safety and wellbeing policies, procedures, safe systems of work and event reporting.
  • Reports all incidents/accidents, including near misses in a timely fashion.
