The Assistant Accountant Treasury contributes to the operations of the Treasury and Compliance team. This team is responsible for ensuring the overall financial control environment is optimised and operate effectively.
The Assistant Accountant Treasury is responsible to for the day-to-day operations to monitor the daily cash flow, account balances are monitored and foreign exchange obligations and CFIS reporting requirements are met.

- Progress towards CA qualification.

Takohanga tuhinga o mua – Key accountabilities and deliverables
Foreign exchange contract management
- Identify the requirement to prepare foreign exchange contracts (FECs) as per the FX & Cash management policy.
- Arrange FECs for supplier contracts beyond one month as per payment schedules received from the business e.g., oil contracts, projects.
- Arrange FECs for the relevant currency or currencies with the Treasury:
- Summarise foreign currency invoices requiring to be hedged.
- Once reviewed and approved, arrange contracts with the Treasury.
- Confirm quoted rates.
- Ensure deal confirmations are signed and returned to the Treasury promptly.
- Create payment request forms for FECs for the accounts payable process.
- Ensure FECs are settled as per the contract terms.
- When required, arrange FECs through the Westpac FX Online platform.
- Maintain the foreign exchange register.
- Maintain delegation list for creators and authorisers of FECs.
Bank management and administration
- Play a role in the banking relationship held with Westpac, Citibank and others and co-ordinate service reviews, meetings, and updates.
- The main contact for banking parties and Ministry of Foreign Affairs and Trade.
- Be the go-to person for banking related queries for different business groups.
- Maintain the global banking structure as per the FX & Cash management policy.
- Update and maintain bank account signatories and delegations lists for each banking group when required in accordance with the appropriate banking structure.
- Assist in the creation and closure of bank accounts when required.
- Maintain bank account master list and bank account delegation list with the Treasury.
- Progress through outstanding work in progress (WIP) items and raise any concerns which require further attention outside of adhoc queries.
- Support the online banking user process when required.
- Coordinate user training opportunities when required.
Cashflow management
- Liaise with accounts payable to understand payment run balances and timing.
- Review payments and sign off bank cash balances to indicate adequate funding in the relevant bank accounts.
- Ensure foreign currency payments hedged are paid promptly.
- Arrange and create remittance transfers when required.
- Arrange cash funding transfers when required.
- Maintain required cash balances without exceeding limits.
- Report monthly foreign currency bank balances.
- Prepare and maintain Crown cash funding requirements in line with external reporting forecasts for Departmental & Non-Departmental drawdowns and file in CFISnet.
- Ensure cash funding requests are approved and accounts reconcile when required.
- File receipts on behalf of Crown in CFISnet.
Investment management
- Provide month end balance updates.
- Provide additional investments to be made on the 20th of each month to Confirm additional investments with banking parties as recommended by Bancorp.
- Review month end reporting provided by Bancorp.
Update general ledger
- Processing journal entries for on-shore and off-shore accounts relating to:
- Operational funding transfers.
- FEC transfers.
- Remittance transfers.
- Crown invoices paid out of Departmental accounts.
- Off-shore salary payments.
- FX Monthly Valuation (Unrealised gains/losses).
- Realised gains/losses adjustments.
- Ensure MBIE Inter-Entity account balances.
Merchant terminal management
- Process merchant facility requests by initiating with the banking merchant services team and merchant facility supplier team.
- Provide support to different business groups regarding merchant services when required.
- Assist with online user setup requests with merchant suppliers.
Support
- Provide support to the Control team, Financial Accounting, Off-shore, and Finance Operations regarding:
- Online banking platforms.
- Processing journals to the general ledger.
- Payment/returned payment queries.
- Provide notification of updates to users when required for banking matters.
Wellbeing, health & safety
- Displays commitment through actively supporting all safety and wellbeing initiatives.
- Ensures own and others safety at all times.
- Complies with relevant safety and wellbeing policies, procedures, safe systems of work and event reporting.
- Reports all incidents/accidents, including near misses in a timely fashion.
- Is involved in health and safety through participation and consultation.
