The Senior Business Information and Planning Analyst undertakes reactive and proactive reporting, data analysis and information gathering to ensure that insights are gained from data and information which can be used to inform the branch planning and strategic direction. This supports internal stakeholders to achieve their procurement and commercial goals. The Senior Business Information and Planning Analyst provides coaching and mentoring to the Business Information and Planning Analyst.
The role holder brings a strong business understanding and clear perspective of the value that efficient and effective reporting, data analysis and information gathering, and synthesis brings to an organisation. Understanding the importance of data integrity, the role holder provides expert support and guidance across the branch and supports the Manager Procurement and Commercial Services Manager in delivering the Branch planning function and the approach to reporting and information gathering. The Senior Business Information Analyst is also responsible for supporting key process and systems improvement initiatives.
By developing close relationships across the branch and with internal stakeholders, the role holder ensures that data collection, recovery, storage, and frequency are in a format which is compliant with MBIE’s data warehousing protocols and that minimises the burden on others.
The Senior Business Information Analyst works across the branch delivery teams to ensure that the data required for full benefit realisation is collected and retained. By ensuring use of the appropriate analytical tools, the role holder enables teams to become more self-sufficient in reporting.

- Demonstrated ability to interpret complex data and to highlight trends, points of interest and areas of opportunity.
- Considerable analytical experience using complex and disparate information to deliver insights and trends.
- Demonstrated ability to critically analyse complex data, develop metrics and measurable performance indicators.
- Well-developed analytical and conceptual thinking.
- Considerable experience in determining data required for reporting purposes and how best to report on benefit realisation.
- Experience with business data warehouse protocols.
- Experience in business planning.
- Experience in influencing and negotiating with stakeholders, senior managers.
- Excellent interpersonal skills; demonstrated by credibility, personal or collaborative influence, managing expectations and targeted persuasion.
- Considerable experience in dealing with ambiguity in a complex and dynamic environment.

Technical experience
Comprehensive knowledge and experience of:
- Analytical tools including SAS and Business Objects (in particular WebI).
- SQL/ETL processes.
- Microsoft Office suite of programmes including advanced Excel and VBA.
- Microsoft Dynamics CRM.
- Data modelling and structure.

Ensure that insights and information gained from data are available to inform the business planning and strategic direction of the Branch

- The required methods for data collection, recovery, storage, and frequency are in a manner compliant with MBIE’s data warehousing protocols and are used in a way that minimises the burden on agencies and suppliers.
- Support the development of the Procurement Capability Index and Procurement Strategy and other plans.
- Data is gathered and analysed from a range of sources to provide the foundation for evidence based analysis.
- Lead key process and systems improvement initiatives.
- Data collected from suppliers is verified and validated, and methods used for data collection are continuously improved.
- Manage Branch reporting suite with timely delivery ensuring:
- Data is accurate and complete.
- Assumptions are clear and concise.
- Reports are easily digestible and customer centric.
- Instructions for updating and maintaining reports are up to date and easy to follow.
- Reports and processes are automated where possible to minimise manual handling and errors.
Effective stakeholder and relationship management
- Develops and maintains cooperative, partnering relationships with the branch Commercial Leaders and Service Delivery. Managers using highly developed influencing, negotiation and collaboration skills and experience.
- Effectively manages conflict by focussing on meeting customers’ needs and identifying opportunities for resolution.
- Engages with government agencies in a professional manner that provides a strong level of confidence.
- Builds collaborative relationships with teams across the branch and is seen to add value to the deliverables of various teams.
- Represents branch views and protects its reputation in any internal or external interactions.
- Provides coaching and mentoring to the Business Information and Planning Analyst.
