Tēnei tūranga – About the role
The Managed Isolation and Quarantine Debt Officer is responsible for the ongoing management of Managed Isolation & Quarantine (MIQ) debt management and collection processes for the Credit Control Team.
The role will provide technical leadership role in Finance & Performance through ensuring that best practise debt management and collection processes are delivered which achieve positive results against the realistic yet challenging MIQ Debt Management KPI’s and objectives.
The Officer and the team will be responsible for delivering managerial oversight through the production of MIQ debt management reporting.
It will also complete a number of key controls, and debt management roles to ensure that MIQ debt is managed in, and related reporting is produced in a timely, accurate, and complete manner within defined operational objectives and targets.
Partner with, and developing a shared vision with the Groups in scope operational teams and other key stakeholders, such as MIQ Operations, will be key to this role delivering ongoing success.

Personal specifications
- Experience in participating in or managing Debt Management & / or Recovery processes.
- Experience in accounts receivable or debt collection roles.
- Experience in having operational ownership of a financially focused business processes with wide ranging stakeholders.
- A strong and proven track record in customer service in financially focused business processes.
- Experience in managing multiple business processes at various levels of maturity and making continuous improvement.
- Experience and ability of understanding and meeting Financial Accounting requirements in relation to debt management.
- Applying technical expertise backed by evidence of analytical ability.
- Well-developed communication and relationship management capabilities.
- Communicating technical information to a range of audiences.
- Juggling multiple demands, ability to change focus quickly and to deliver results under pressure.
- Working collaboratively with participants across MBIE.
- Positive, can-do attitude.
- Must have the legal right to live and work in New Zealand.
- Credit check required (yes).

Critical areas of success
The Managed Isolation and Quarantine Debt Officer will be required to deliver results in the following areas:
- Ensuring MIQ debt is reflected within the MBIE General Ledger in an accurate, timely, and complete fashion.
- Ensuring that MIQ debt management and collection tasks are completed in line with MBIE and Group policy and standard operating procedures.
- This will include the regular monitoring and follow up of outstanding MIQ debt positions and engagement with external parties such as external debt collection agencies, internal staff in MIQ Operations, and the actual debtors themselves.
- Completing the assessment of instalment plan requests for MIQ debtors and make appropriate recommendations within established guidelines. Follow up on ongoing instalment plans as necessary to ensure payments are been made.
- Ensure that work and effort is focused on meeting the team KPI’s in relation to outstanding and aging debt profiles.
- Providing accurate and timely advice to internal and external stakeholders regarding their debt positions.
- Takes a lead role in the operational development of the MIQ debt management and collection processes, ensuring that they meet the needs of both the internal and external stakeholders, and build on existing processes, systems, and tools.
- Completion of regular reporting on in scope MIQ debt positions for the consideration of Finance and Performance Team, and the MIQ Reporting Team. This will reflect the current status and track performance against the teams KPI’s overtime.
- Support the wider Credit Control Team when considering change and development which impacts on MIQ debt management processes.
- Facilitates the ongoing participation of stakeholders in process reviews to ensure continuous improvement and plan for any later increased scope.
- Has a strong and positive relationship within Finance & Performance and other key stakeholders.
- Ensures that requirements created consider and are aligned with strategic goals and objectives, relevant policies and legislation, risk considerations, and management oversight and reporting needs.
- Oversees and develops operating procedures and process guidelines that support the end-to-end operation of MIQ debt management and collection processes.
