Tēnei tūranga – About the role
The Strategic Lead Finance Programmes provides high quality specialist leadership in managing projects and technical advisory support in a range of areas across Finance and Performance. The Strategic Lead Finance Programmes is responsible for delivery of the non-core BAU and Project initiatives to embed strategic financial management strategies and frameworks.
This is a key position influencing and guiding overall integrity and coherence of several high-impact pieces of work across Finance and Performance. This role will require expertise in technical accounting and advisory, Machinery of Government, project delivery, and understanding the complexities in projects of this nature and scale. This role works in partnership with the Finance and Performance leadership team, to achieve a range of clear outcomes through agreed strategies.

Personal specifications
- A track record of delivering large and complex works, astute in overseeing and delivering projects and strategies with high levels of governance and business impact.
- Significant experience in a project, operational or business performance focussed leadership role, requiring strong technical knowledge, scheduling and scope management plus financial and benefits management.
- A strong leader who builds positive, lasting relationships with their people and key stakeholders, able to balance the strategic vision with practical delivery.
- Able to identify outcomes across medium- and long-term time horizons and can anticipate consequences and trends, translating ideas and concepts into concrete actions.
- A strong strategic focus, with the ability to quickly identify risks and opportunities to the programme and to position it for success.
- A proven track record of experience and achievement in working with senior leadership teams and providing high quality advice driving delivery of successful outcomes in complex and ambiguous environments.
- Able to negotiate with a wide range of people at all levels to align disparate perspectives and integrate functions, plans and actions.
- Highly developed analytical skills and the ability to make quality decisions by using sound, well-rounded, informed, and inclusive approaches, integrating information from multiple sources.
- Sound understanding of Government decision-making and commercial operating procedures.
- Solution mind-set, good judgement, tact, diplomacy, integrity, patience, and professionalism in all transactions.
A good understanding of New Zealand public sector dynamics, including the workings of Government.
Qualifications
- Tertiary qualification in a relevant field or equivalent experience.
- Chartered Accountant or equivalent – 7 years post qualification experience
- Must have the legal right to live and work in New Zealand

Critical areas of success
- Leads the delivery of advice, planning and implementation of business and enablement strategies in areas of business insights and intelligence.
- Collaborates at a strategic leadership level to collectively develop and drive contribution to the transformation programme to maintain trust and confidence at all levels with a clear view on strategic and tactical progress.
- Uses highly developed influencing, negotiation and collaboration skills and experience to build and maintain important relationships and partnerships with senior internal and external stakeholders.
- Builds a nuanced view of the impact of choices to inform changes to the way F+P operates with a focus on sustainability and flexibility.
- Provide a public face for the programme and work collaboratively with communities, with key senior stakeholders and within the Ministry, to enable smooth implementation.
Programme management
- Establishes then maintains the integrity of the programme of work, actively managing interdependencies, risks and opportunities to deliver prioritised projects.
- Develops and oversees the creation and development of plans and strategies that will ensure the long-term support and delivery of key functions in areas as agreed with the CFO.
- Displays an exceptional understanding of risk-based frameworks and processes and uses these to monitor and provide evidence-based advice on risks and opportunities for the projects they are responsible for supporting.

- Aligns work programmes with MBIE’s strategic direction and other Groups’ work programmes.
- Monitors and adjusts work programmes through the agreed processes to enable adaptation to changing circumstances.
- Regularly monitors and reports on progress towards achievement of plans and strategies.
- Manages expenditure and resources in line with approved guidelines, budget, deadlines and reporting requirements, with a focus on driving cost effectiveness in the Ministry.
- Builds continuous review and improvement throughout all elements of branch operations.
- Effectively and consistently identifies and manages risk.
Relationship Management
- Participates as an active team member and contributes knowledge and expertise needed to achieve desired outcomes.
- Builds strategic alliances with key government (including The Treasury and Office of the Auditor General) and non-government representatives to ensure MBIE’s views are influential in their decision-making.
- Develops effective working relationships with other managers and staff in order to transfer knowledge and learning to the wider organisation.
- Builds and maintains effective relationships and partnerships with national and international organisations to identify and share best practice information and to promote the Ministry.
- Tests the effectiveness of stakeholder relationships using a range of appropriate measures and processes (including stakeholder feedback).
