Tēnei tūranga – About the role

The Senior Advisor Performance and Investment (Economic & Regulatory) position is located in the Entity Performance and Investment Branch of the Labour, Science and Enterprise Group. The role relates to Crown entity monitoring within MBIE’s Economic and Regulatory portfolio.

This position is expected to provide analysis and advice on the performance of relevant Crown entities, particularly supporting the annual accountability cycle, by assisting the Minister in setting expectations and reviewing Crown entities strategic frameworks and financial and non-financial performance measures.

Ideally you will be a strategic thinker with a good understanding of Crown entity monitoring in order to provide quality analysis and advice to the Ministers. You will have excellent communication and interpersonal skills, and be pragmatic when resolving complex issues.

The Senior Advisor Performance & Investment is also responsible for undertaking analysis of major capital investments proposed by Crown entities and supporting the development of advice as required.

This position is an opportunity to work across-MBIE and the public sector on an interesting portfolio of entities.

Personal specifications

  • Has demonstrated experience in relation to financial analysis for business performance and commercial experience is desirable.
  • Has a thorough understanding of public policy processes
  • Has experience delivering high quality advice with little supervision
  • Writes coherently and with clarity on complex issues
  • Good general problem identification and solution skills
  • Has led significant projects independently and had some experience briefing Ministers and Cabinet/Select Committees
  • Sound understanding of New Zealand issues, policies and systems in a number of areas relevant to MBIE
  • Experienced in using a range of alternative analytical techniques appropriately
  • Credible, respected relationships with diverse stakeholders, including senior managers, managers, team members, staff in partner agencies and key external stakeholders and opinion leaders
  • Ability to coach and mentor others by sharing their own experience and helping to challenge thinking
  • Ability to conduct sound peer review to ensure quality, validity, accuracy and consistency
  • Demonstrates understanding of current government policy and community views on the Treaty of Waitangi and the implications for policy development and delivery

Qualifications

  • A tertiary qualification in social / science, economics, public policy, law, or a related discipline.

Responsibilities of this position are expected to change over time as the Ministry responds to changing needs. The incumbent will need the flexibility to adapt and develop as the environment evolves.

Key deliverables

  • Provide support and expert technical advice to support the development of outcomes, performance measures, letters of expectation
  • Support performance monitoring of Crown entities through analysis and advice on regular reporting and accountability documents
  • Coordinate internal reporting required for performance monitoring purposes
  • Provide high-level analysis of proposals, and indicative and detailed business cases for Crown entity proposals and/or indicative and detailed business cases for major capital investments or other transactions
  • Support financial monitoring of projects through implementation as required
