The Head of Organisational Strategy, Performance, and Reporting is a senior leadership role responsible for shaping, stewarding and embedding MBIE’s organisational direction.  The role’s primary focus is to lead strategic thinking, strategic alignment and governance, ensuring MBIE has a clear, coherent and future-focused direction that supports delivery of public value for Aotearoa New Zealand.

The role works closely with Senior Leadership Team (SLT), business groups, governance bodies and other key stakeholders to shape choices, clarify priorities, manage-trade-offs and connect strategy to performance, investment, governance and organisational decision-making.

Personal specifications

  • Deep understanding of strategic management, organisational direction-setting, enterprise prioritisation, public sector stewardship and governance frameworks.
  • Proven leadership capability including demonstrated ability to lead through complexity, build high-performing teams and create a clear sense of direction across multiple work programmes.
  • Demonstrated experience partnering as a trusted strategic advisor to executive leaders with the judgement to influence decisions, manage trade-offs and provide clear advice on complex enterprise issues.
  • Well versed in the development, implementation and continuous improvement of enterprise performance frameworks, measures and reporting approaches.
  • Demonstrated experience translating complex performance information into clear insights, advice and reporting for senior leaders, governance groups and external accountability requirements.
  • Exceptional interpersonal skills with the ability to influence, engage and create connections with diverse internal and external stakeholders, and establish credibility with senior leaders, delegates and stakeholders at all levels.
  • Proven ability to build and maintain strong, trusted relationships across MBIE and with other government agencies, enabling collaboration, alignment and effective system-wide engagement.

  • Highly adaptable and politically astute, with the ability to respond quickly to changing government, ministerial and organisational priorities.
  • Demonstrated experience in continuous improvement frameworks.

  • Understanding of machinery of government, public sector accountability requirements, strategic reporting obligations and the Ministry’s budget and planning cycle and requirements.

Qualifications

  • Tertiary qualification in a relevant field and/or comparable relevant experience.

Other

  • The ability to gain and maintain a national security clearance to LEVEL (Confidential / Secret / Top Secret).
  • Must have the legal right to live and work in New Zealand.
  • Must consent to and satisfactorily complete a credit check as the role holds financial delegations.

Takohanga tuhinga o mua – Key accountabilities and deliverables

The Head of Organisational Strategy, Performance and Reporting will be required to deliver results in the following areas:

  • Provide enterprise leadership for MBIE’s organisational strategy, ensuring it is clear, durable, evidence-informed, future-focused and actively used to guide choices, prioritisation and collective effort.
  • Lead strategic dialogue with the SLT and senior leaders across MBIE to identify the choices that matter, clarify priorities, manage trade-offs and align effort behind the outcomes of greatest importance.
  • Frame MBIE’s strategic direction for short, medium and long term horizons, recognising the complexity of multiple ministerial portfolios, statutory responsibilities, regulatory functions, stewardship obligations and delivery expectations.
  • Adopt an approach that ensures our organisational strategy development is well connected, prioritised and sequenced across MBIE.
  • Support the SLT to lead collectively, strengthen strategic focus and embed an enterprise view of performance, delivery and risk.
  • Develop and maintain an enterprise performance framework that enables MBIE to assess progress against the medium to long term organisational strategy, reporting rhythms and insight products.
  • Regularly report to SLT and relevant governance groups on how MBIE is progressing against the organisational strategy, including key performance trends, risks, issues and areas requiring attention.
  • Lead the periodic review of the organisational strategy, enterprise performance framework and strategic reporting approach to ensure they remain fit for purpose.
  • Provide advice to business groups on development of other key strategies and how to ensure alignment and integration with the organisational strategy (e.g. People Plan).
  • Take the lead role, whilst working in conjunction with other business groups in the development and implementation of MBIE’s key accountability documents, including the Statement of Intent and the 4 Year Plan (if applicable).
  • Work collectively with the PMO and MBIE Governance teams to ensure that project execution and focus aligns with MBIE’s strategic objectives and that the MBIE governance system is fit for purpose.
  • Lead the Governance function to provide high-quality governance advice, secretariat support, meeting coordination, forward agenda planning, decision tracking and continuous improvement of MBIE’s governance arrangements.

  • Sets the strategic direction, work programme and performance expectations for Organisational Strategy, Performance, Reporting and Governance, with supporting measurement, monitoring and reporting mechanisms.
  • Aligns Organisational Strategy, performance, Reporting and Governance work programmes with MBIE’s strategic direction and other groups’ work programmes.
  • Monitors and adjusts work programmes through the agreed processes to enable Organisational Strategy, Performance, Reporting and Governance to adapt to changing circumstances.
  • Oversees the Governance Team’s work programme and resources to ensure effective support for governance committees and senior decision makers.
  • Regularly monitors and reports on progress towards achievement of plans, strategies and performance expectations.
  • Manages expenditure and resources in line with approved guidelines, budget, deadlines and reporting requirements, with a focus on driving cost effectiveness in the Ministry.
  • Builds continuous review and improvement throughout all elements of Integrity’s operations.
  • Effectively and consistently identifies and manages risk.

Team leadership

  • Establishes clear accountabilities, expectations and performance standards with direct reports and ensures regular performance management and development occurs.
  • Monitors individual, team and business unit performance to ensure that performance targets are met.
  • Anticipates future capability needs in Organisational Strategy, identifies gaps in capability and addresses these gaps through targeted recruitment and development or other actions.
  • Coaches, mentors and develops staff to meet the needs of MBIE now and in the future.
  • Identifies and develops talent for key roles in Organisational Strategy.
