The Head of Enterprise Compliance is accountable for driving, championing and leading the development, implementation and embedding of a mature compliance function for MBIE. Effectively managing risk is becoming increasingly important to MBIE. The aspiration for MBIE’s risk maturity is that the organisation’s risk appetite is clearly defined, risk management is embedded in the business, and there is a single and dynamic view of risk and compliance.
Complying with legislation, model standards and internal policy obligations is a key component of MBIE’s ‘3 Lines Model’. The Head of Enterprise Compliance is a senior position in the Enterprise Strategy, Risk and Transformation branch that is accountable for the development, implementation and maturing of MBIE’s compliance frameworks, tools and guidance to lift compliance capability and culture to ensure MBIE meets its core obligations.
The Head of Enterprise Compliance is responsible for managing a small team of specialists who act as trusted advisors providing expert advice on compliance and internal control related matters to our 1st line Risk and Assurance teams and 2nd line Functional Risk Leads.
The position will work closely alongside the Head of Enterprise Risk providing strategic direction, intellectual leadership and senior level compliance advice and support to the Ministry as a whole and MBIE’s governance committees, including the Assurance, Risk and Accountability Committee (ARA), Senior Leadership Team (SLT), and Risk and Advisory Committee (RAC).

Personal specifications
- A strategic, enterprise-level leader who provides organisational oversight and stewardship, with the ability to integrate strategy and risk in a sophisticated and dynamic way—ensuring strategic priorities are shaped by a clear understanding of the risk landscape, and that risk insights are actively leveraged to inform, challenge and evolve organisational strategy, investment decisions and long-term outcomes.
- A strategic thinker who is able to make the connections between various aspects of the organisation and implications for their business unit
- Sound knowledge of, and experience in, best practice compliance frameworks, processes and tools and experience in developing business improvement strategies
- Significant experience leading a compliance function in a large and complex organisation
- Experience in leading behavioural change and lifting organisational capability and culture in compliance including influencing at all levels of an organisation
- Proven leadership skills and demonstrated ability to engage and motivate staff to build a strong high performing and customer-focused team in complex organisation
- Proven ability to develop trust and credibility with senior managers and staff and build strong working relationships
- Ability to influence the senior leadership team and deliver difficult messages when necessary
- Demonstrated ability in making complex business decisions that maintain momentum on strategic goals.
- Understanding of government decision-making and operating procedures would be advantageous.
- Demonstrated experience in developing and maintaining an environment focused on continuous improvement to enhance organisational performance.
- Emotional intelligence, demonstrated through sound judgement, an even temperament and the ability to influence and motivate others.
Qualification
- A relevant tertiary qualification is preferred.

- The ability to gain and maintain a national security clearance to the required level.
- Must have the legal right to live and work in New Zealand.
- Must consent to and satisfactorily complete a credit check as the role holds financial delegations.

Organisatonal compliance leadership
- Leads the development and implementation a compliance strategy for MBIE that supports the maturity of the function in consultation with the Assurance, Risk and Accountability Committee (ARA), Senior Leadership Team (SLT), and Risk and Advisory Committee (RAC).
- Leads the Compliance team to develop an effective, systematic and enduring approach to ensure MBIE meets its core compliance obligations.
- Develops a customer-focused culture within the Compliance team ensuring a balanced and pragmatic view is taken to support the business while providing the appropriate level of compliance management.
- Responsible for the preparation and implementation of the annual compliance work programme, including taking the lead on specific initiatives and engagement with senior leaders.
- Identifies and raises significant compliance issues and risks, providing expert technical advice that is timely and pragmatic, and supporting the development of strategies for management to responsibly manage and mitigate risks.
- Works collaboratively with 1st line Risk and Assurance teams and 2nd line Functional Risk Leads to build organisational awareness, understanding and maturity of what good compliance looks like, including defining and overseeing risk-based compliance management plans.
- Drives and champions strong systems and processes to monitor the overall levels of compliance across MBIE taking a risk-based approach and supported by effective education and support, including embedding periodic management attestation.
- Drives and champions MBIE’s internal policy programme, working with senior leaders and subject matter specialists across MBIE to ensure that MBIE’s internal policies reflect external obligations, strategic risks and policy decisions of SLT.
- Provides evidence-based insights into compliance, analysis of compliance trends and themes, and lessons learned to support quarterly reporting to ARA, SLT and RAC.
- Builds effective relationships with Internal Assurance and the Risk team ensuring risk, compliance and assurance frameworks are aligned and to deliver on shared deliverables as required.
- Leads the continuous improvement of MBIE’s compliance frameworks, policies, systems and processes and their application across the business.
- Leads by example by displaying and encouraging behaviours essential to the delivery of a strong compliance culture.
Collective leadership
- Participates collaboratively as a member of the Leadership Team to support the integration process for the Ministry and ensure the development of sustainable organisational capability, achieve expected efficiency benefits and ongoing improvements in cost effectiveness.
- Takes collective responsibility for the cohesion and performance of MBIE as a whole and provides peer support to other senior managers.
- Works with the Leadership Team to define the outcomes and outputs expected from the Group to deliver on MBIE’s strategic direction.
- Contributes beyond core functional area to enhance overall effectiveness of the Group.
- Ensures consistency and alignment between different teams in MBIE and promotes solution seeking where there are legitimate differences.

- Manages expenditure and resources in line with approved guidelines, budget, deadlines and reporting requirements, with a focus on driving cost effectiveness in the Ministry.
- Builds continuous review and improvement throughout all elements of the team operations.
Team leadership
- Establishes clear accountabilities, expectations and performance standards with direct reports and ensures regular performance management and development occurs.
- Monitors individual, team and function performance to ensure that performance targets are met.
- Anticipates future capability needs in Human Resources, identifies gaps in capability and addresses these gaps through targeted recruitment and development or other actions.
- Coaches, mentors and develops staff to meet the needs of MBIE now and in the future.

- Develops effective working relationships with key stakeholders including the DCEs, Chair of the Risk and Audit Committee and General Managers.
- Develops effective working relationships with other MBIE managers and staff in order to transfer knowledge and learning from team to the wider organisation.
- Represents whole-of-Ministry views and protects its reputation in external interactions.
- Builds strategic alliances with key government and non-government representatives to ensure MBIE’s views are influential in their decision-making.
- Builds and maintains effective relationships and partnerships with national and international organisations to identify and share best practice information and to promote the Ministry, its products and services.
