The Financial Accountant (Reporting) is a specialist position in MBIE. The position will bring their expert business understanding and perspective to work in partnership with their manager and other staff within MBIE.

The Financial Accountant (Reporting) contributes to the operations of the External Reporting team. The External Reporting team is responsible for ensuring MBIE meets its statutory financial and non-financial external reporting requirements.

As business needs require it may be necessary for the Financial Accountant (Reporting) to perform duties of or assist other Financial Accountants in the Finance and Performance Team.

The Financial Accountant (Reporting) is responsible contributing to quality external reporting practices and for ensuring quality and consistency of advice and practices in relation to their area of expertise.

Personal specifications

  • Experience in financial reporting and accounting in a medium to large organisation.
  • Technical accounting expertise in relation to International Financial Reporting Standards (knowledge of PBE IPSAS would be a plus).
  • Demonstrated problem analysis skills and sound judgement.
  • Demonstrated communication, facilitation, influencing and interpersonal skills, with the ability to clearly communicate technical information in plain language.
  • Demonstrated ability to identify and effectively manage risks to maximise outcomes.
  • Demonstrated commitment to improving financial reporting and management.
  • Proven ability to develop trust and credibility with managers and staff.
  • Strong team player and ability to collaborate and contribute at team level.

Prerequisites

  • Tertiary qualification in accounting.
  • CA qualified or working towards.
  • Must consent to and satisfactorily complete a credit check.
  • Must have the right to live and work in New Zealand.

Takohanga tuhinga o mua – Key accountabilities and deliverables

Delivery and results

  • Delivery of specialist Financial Accounting services that actively support and contribute to the achievement of the Ministry’s outcomes and that deliver to the needs of internal and external stakeholders, including but not limited to:
    • Undertaking departmental and non-departmental financial accounting, including ensuring accounting policies and practices are in line with instructions and procedures.
    • Meeting external financial reporting requirements for Departmental and Non-Departmental (preparation of CFIS monthly reports and annual financial statements).
    • Supporting managers in the use of financial delegations and policies and procedures.
    • Ensuring the correct operation of internal controls in relation to accounting information, investigating breaches of these controls, and recommending changes.
  • Work collaboratively with all parts of finance to ensure financial reporting requirements related requirements for Departmental, Non-Departmental and Trusts are achieved.
  • Seek opportunities for continuous improvement in the area of financial reporting.
  • Ensure all processes are documented and regularly reviewed/updated.
  • Finance issues and risks have been successfully understood, managed and mitigated.
  • As business needs require it may be necessary for the role to perform duties of other Financial Accountants in the External Reporting Team.

  • Relationships with external stakeholders (Treasury, Audit NZ etc.) are positive and effective.
  • Relationships with external agencies and stakeholders enhance the integrity and credibility of the Ministry.
  • Works collaboratively with colleagues across Finance and Performance to ensure that Financial Control services forms part of a cohesive shared services experience for business managers.

  • Complies with relevant safety and wellbeing policies, procedures, safe systems of work and event reporting.
